With the spirit of "selfless dedication to the nation and service to the people," Major Dinh Pham Hoa, Party Secretary and Head of the Duc Binh Commune Police Station in Dak Lak province, is a prime example of ensuring security and order at the grassroots level.

Born in 1985, a graduate of the People's Security University with a master's degree and practical experience, Major Dinh Pham Hoa has always played a key role in building a clean and strong commune police force.

With dedication, Major Hoa directly prepared 12 important reports on the security and order situation, promptly advising the Party Committee, the People's Committee of the commune, and the higher-level police to resolve all arising issues and prevent any sudden or unexpected incidents. In addition, he and his colleagues did a good job of grassroots mediation, focusing on public relations, dispute resolution, and participating in more than 12 propaganda and mobilization campaigns to resolve conflicts and complaints, effectively preventing appeals to higher levels and maintaining political stability in the locality.

 

For her achievements, Major Dinh Pham Hoa received two Certificates of Commendation from the Minister of Public Security (2021, 2023), a Certificate of Commendation from the People's Committee of Phu Yen province (2020), and the Second Class Glorious Soldier Medal from the President of the Socialist Republic of Vietnam (2020).

The fight against crime is a highlight of Major Dinh Pham Hoa's achievements. He directed the commune police force to strictly implement the procedures for receiving and processing crime reports and denunciations, ensuring that no criminals escaped justice and no innocent people were wrongly accused.

In particular, he directed the handling and resolution of 100% of crime reports and denunciations; directly led the successful dismantling of one case involving 10 individuals engaged in illegal gambling; and investigated and clarified 10 cases of administrative violations related to social order, imposing administrative penalties on numerous individuals. At the same time, he resolutely dealt with 3 cases involving 5 individuals who violated administrative regulations regarding the illegal exploitation and transportation of minerals, imposing a fine of 10 million VND.

In addition, he directed 55 patrols, inspections, and covert operations to ensure security and order at night. Through these efforts, he promptly dispersed disturbances, eradicated gambling dens, and detected and dealt with cases of illegal drug use, significantly reducing theft and bringing peace to the people.

Furthermore, Major Dinh Pham Hoa has advised on the development and replication of many effective models, creating positive changes in the nationwide movement to protect national security. In particular, he has developed and implemented exemplary models such as: "Security Surveillance Cameras," "Crime and Social Vice Reporting Mailboxes," and "Improving the Quality of Mediation in Disputes and Conflicts Among the People." These models have significantly raised people's awareness and awareness of crime reporting, contributing to a higher crime resolution rate.

Major Dinh Pham Hoa chaired a meeting to assign officers and soldiers to participate in flood and storm prevention efforts.

With unwavering resolve, Major Dinh Pham Hoa has clearly embodied the image of a People's Public Security officer who is "courageous, humane, and dedicated to serving the people." His receiving a Certificate of Commendation from the Chairman of the People's Committee of Dak Lak province at the First Dak Lak Provincial Patriotic Emulation Congress in 2025 is a well-deserved recognition of his tireless contributions to the peace and development of the locality.
