The People's Committee of Binh Dinh province requested that the quality of the construction be ensured, while minimizing the impact on the completed work when floods occur. The construction contractor assigned personnel and equipment to be on standby at various locations, ready to dismantle the temporary access road when floods arrive.


Series of measures to respond to rain and floods

In late October, due to the impact of Typhoon Trami, Binh Dinh province experienced heavy rainfall. Alongside ongoing construction work, contractors at key transportation projects flexibly implemented storm and flood response plans.

At Package No. 01 of the Binh Dinh Province Coastal Road Project, Cat Tien - Diem Van section, the road embankment work has been completed, ensuring the required elevation. This section is low-lying and prone to flooding during the rainy season, posing a risk to the safety of the structure.

In this project, Thuan Duc Construction Co., Ltd., the contractor, used 1,000 sandbags to reinforce the embankment slopes in areas at risk of landslides, ensuring flood drainage. The contractor also completed three bridges along the route, ensuring safe flood crossings.

Mr. Tang Khac Lam, representative of Thuan Duc Construction Co., Ltd., said: "Within 1km of the contract package through Cat Tien (Phu Cat district), there are 3 flood-prone areas. At these locations, the unit has cleared the waterways and used sandbags to reinforce the slopes. The unit has deployed personnel and equipment to be on standby at locations at risk of being affected, ready to dismantle the temporary access road when floods arrive."

According to the Binh Dinh Provincial Transport Project Management Board, the investor of the five key transport projects currently underway, progress is on schedule. However, the difficulty lies in the arrival of the rainy season, which will significantly impact construction work on the sites.

Mr. Luu Nhat Phong, Director of the Binh Dinh Provincial Transportation Project Management Board, said: "The Board has developed disaster risk plans for each project, established disaster risk prevention and control committees for each construction project, such as moving machinery and equipment to higher ground, clearing and dredging, and implementing solutions to prevent erosion of embankment slopes as well as canal and ditch banks to ensure maximum floodwater drainage."

Linking project timelines with quality

According to the Binh Dinh Provincial Transport Project Management Board, key projects are being constructed on schedule as agreed upon by the contractors. Specifically, the coastal road project, the Cat Tien - Diem Van section, has a total investment of over 2,674 billion VND and a length of over 13.5 km; the value of work completed to date has reached nearly 62%. The road connecting the western provincial road (DT638) with the coastal road (DT639) in Phu My district has a total investment of over 818 billion VND, and the value of construction completed to date has reached over 71%.

The DT633 bypass road, the section from Nui Ghenh to the junction with the DT639 coastal road in Phu Cat district, has a total investment of 336 billion VND and a length of 3.5km. To date, the construction value has reached nearly 46%.

The road connecting the center of An Nhon town to the western side of Thi Nai lagoon is nearly 9.4 km long, with a total investment of over 1,043 billion VND. Construction has reached over 78% of the contract value to date. This road is scheduled to be inaugurated on March 31, 2025, coinciding with the 50th anniversary of the liberation of Binh Dinh province.

In addition, the coastal road section from National Highway 1D to the new National Highway 19 has a total investment of nearly 1,725 ​​billion VND, with construction completed to date reaching nearly 47%. This is a ring road that facilitates the expansion of development space in Quy Nhon City.

In late October 2024, Mr. Pham Anh Tuan, Chairman of the People's Committee of Binh Dinh province, inspected a series of five key transportation projects, highly commending the provincial transportation project management board, local authorities, and contractors for overcoming difficulties and ensuring the construction progress of the projects.

The Chairman of the People's Committee of Binh Dinh province noted that, in stormy weather conditions, the investor should urge contractors to proactively implement disaster prevention plans on the construction site. This includes minimizing the impact of rain and floods on the completed work, dismantling temporary access roads, clearing waterways, and ensuring flood drainage.

The Chairman of the People's Committee of Binh Dinh province also requested that the contractors ensure the quality of the work as committed. This also affirms the reputation and brand of the enterprise, and Binh Dinh province always supports businesses and contractors that operate with integrity and quality.

At the same time, the province also hopes that contractors and construction units will pay attention to investing in machinery and equipment and applying new construction techniques to improve the quality of key projects in the province.

The Chairman of the Provincial People's Committee instructed local leaders to pay attention to planning, planning management, and land management on both sides of the roads, ensuring that key transportation projects are effective when put into use.
