Presenting the summary report, Head of the People's Petition Committee Duong Thanh Binh stated that during the recent Lunar New Year of the Year of the Snake, voters and people nationwide celebrated the holiday in a joyful, healthy, safe, and economical manner.
Voters and the public are interested in the 13th Central Committee Meeting of the Communist Party of Vietnam, which discussed and provided feedback on five issues, including two groups of issues of particular interest to voters: summarizing Resolution 18 of the Central Committee on reforming and reorganizing the political system's apparatus to be streamlined, effective, and efficient; and the plan to supplement the GDP growth target for 2025 to 8% or higher and double-digit growth in the period 2026-2030.

As a result, traffic accidents and drunk driving violations during the 9-day Tet holiday decreased compared to the same period last year. However, some serious road traffic accidents still occurred, requiring attention and corrective measures from relevant authorities in the future.
In addition, voters and the public continue to be concerned about food poisoning; continued workplace safety issues; several forest fires and house fires causing significant property damage; the disease situation during and after Tet; and safety issues when organizing traditional spring festivals and local festivals.
Regarding the results of receiving and processing petitions from voters and the public, based on the report on voter outreach after the 8th Session, the Committee on Citizen Petitions compiled 736 petitions from voters.
After reviewing and categorizing the petitions, the People's Petition Committee promptly forwarded them to the relevant authorities for resolution in accordance with the law.

Regarding the resolution and responses from competent authorities, 136 petitions from voters submitted before the 8th Session remain unresolved and unanswered. The People's Petition Committee has issued a letter urging several ministries and agencies to provide full responses to these petitions.
Furthermore, the number of complaints and denunciations in January 2025 showed an upward trend compared to December 2024, particularly concerning land issues, especially compensation, support, and resettlement when the State reclaims land; the areas of resources, environment, and labor and employment continued to be complex. Among these, eight cases with complex security and order implications stand out, requiring thorough consideration and resolution by competent authorities.

Some delegates praised the Ministry of Public Security for dismantling numerous online fraud rings in various localities across the country; they also requested that the fraud tactics be made public so that people can be vigilant and proactively prevent them.

According to Mr. To, this is a difficult situation with global implications. Cybercriminals use high technology, diverse methods, and involve collusion both domestically and internationally. The Ministry of Public Security has implemented preventative measures through professional operations, but preventative measures from the entire society and the political system are also needed.

Concluding the discussion, Vice Chairman of the National Assembly Tran Quang Phuong affirmed that the Standing Committee of the National Assembly agreed with the report; and highly appreciated the efforts of the Committee on Citizen Petitions in closely coordinating with agencies to implement the National Assembly's work on citizen petitions in an increasingly systematic manner.
The National Assembly's Committee on Culture and Education, in coordination with relevant agencies, has monitored the student enrollment process, revealing many positive changes, but further research is needed to ensure transparency and openness.
The Standing Committee of the National Assembly also highly appreciated the organization of the intensive campaign to crack down on crime, dismantling many cybercrime rings, ensuring political security, social order and safety, and traffic safety.
The Ministry of Public Security needs to publicly research online fraud schemes and widely disseminate information about the harm they cause so that people can proactively prevent them.
