Replicating typical examples of ensuring security and order in new rural construction

Typical models

In the National Target Program on New Rural Development, criterion 19.2 on security and order (SOC) is very important: A commune that meets the NTM standard must ensure social security and order, no prolonged mass complaints; no serious crimes; crime and social evils are controlled and continuously reduced compared to previous years. To achieve this criterion in new rural development, in recent times, all levels, sectors and localities have deployed many solutions to implement it.

In 2023, Vinh Phuc Provincial Police advised the Provincial Steering Committee to direct each district and city to select and build 1 commune to replicate the model of "Typical commune of the movement of the whole people to protect national security" to serve the implementation of the security and order criteria in building advanced new-style rural communes and model new-style rural villages in 2023.

In addition to the above model, there are many other typical models of ensuring security and order that have been operating effectively such as: "5 self-management" model, "security camera", "4 safety" model in agencies, enterprises, hospitals, schools in Vinh Phuc province, from which it has been expanded to the whole province. Up to now, the "5 self-management" model has been deployed in 100% of communes building new rural areas and 89 villages meeting the standards of model new rural areas. The "security camera" model has been deployed in 100% of communes building new rural areas; 100% of villages building model new rural areas and the "4 safety" model has been deployed in over 1,000 locations.

In addition, there are 37 localities implementing drug prevention and control models; 11 localities with traffic order and public order models; 12 localities with self-governing clan models; 11 localities with self-governing religious models; nearly 11,000 localities with self-governing inter-family group models...

In Son La, Thuan Chau is a district that has done well in the criteria of security and order in building new rural areas, proactively preventing and effectively fighting crimes; restraining and reducing accidents and social evils compared to the previous year, especially in communes reaching the new rural target; launching the movement "All people protect national security", propagating and disseminating laws to the people; thoroughly resolving incidents occurring at the grassroots level... The police of communes and towns maintain the effective operation of 391 people's security teams; 391 mediation teams; 391 fire prevention and fighting teams and 2,769 inter-family self-governing groups on security and order; 12 education models, helping people who have completed their prison sentences to reintegrate into the community.

In the process of implementing the criteria for ensuring security and order, Hau Loc district (Thanh Hoa) attaches special importance to launching the movement of the entire people to protect national security in conjunction with mass mobilization work. Up to now, the whole district has built and maintained the effective operation of 153 security and order protection teams, 1,382 social security teams with 46,427 participating households; 28 self-management models, 16 security and order surveillance camera models.

Ninh Thuan Provincial Police have regularly coordinated with departments, branches and organizations at all levels to effectively implement the work of ensuring security and order in the whole province, especially at the grassroots level; together with local authorities, basically resolved and stabilized land disputes and complaints right at the grassroots level, not allowing the formation of hot spots and complications in security and order...

Objectives of criterion 19.2 in new rural construction in the period 2021-2025

According to Decision No. 926/QD-TTg dated August 2, 2022 approving the Program to improve the quality and effectiveness of implementing security and order criteria in building new rural areas in the 2021-2025 period of the Government, with the goal of ensuring the maintenance of security, order and social safety in rural areas, creating conditions for people to work and develop the economy with peace of mind, contributing to the implementation of common goals of building new rural areas; focusing on fighting, preventing and repelling all types of crimes and social evils to ensure political security, order and social safety in rural areas. Control and reduce all types of crimes, social evils, traffic accidents and other violations of laws on security and order compared to the previous year, each locality reduces at least 5% of the number of crimes against social order compared to statistics in 2019 (before the COVID-19 pandemic).

By the end of 2025, 99% of communes will meet target 19.2 of criterion 19 on national defense and security in the National Criteria Set for New Rural Communes in the 2021-2025 period; 50% of communes will meet target 19.2 of criterion 19 on national defense and security in the National Criteria Set for New Rural Communes to be advanced in a sustainable direction...
