According to the Ministry of Agriculture and Environment, several serious incidents have occurred recently on the dike system, such as damage to the Van Thai drainage sluice (in Hung Yen province, formerly Thai Binh province ) and widespread seepage at the Cam Bao pumping station (Bac Ninh province), amidst complex and extreme weather and natural disaster patterns.
Given the above situation, the Ministry requests localities to inspect and review all dike and embankment works, prepare sufficient materials and equipment for disaster prevention and control according to the "four on-the-spot" principle; and at the same time, urgently address existing problems and strictly implement the directives of Deputy Prime Minister Tran Hong Ha in document No. 5183/VPCP-NN dated June 11, 2025.
Notably, the Ministry requested that localities clearly assign responsibilities to each level and individual in the work of protecting dikes and embankments, avoiding a reactive approach, especially during the process of reorganizing the local government apparatus and departments after mergers.
Local authorities are required to report the implementation results to the Ministry of Agriculture and Environment before July 25, 2025.

The list of 29 localities receiving the official document includes many key provinces and cities such as Hanoi, Hai Phong, Da Nang, Ho Chi Minh City, Can Tho, Thanh Hoa, Bac Ninh, An Giang, and Ca Mau…
