According to a report by the Construction Investment Management Department ( Ministry of Transport ), 8 out of 12 component projects of the North-South Expressway Phase 2 are behind schedule.
The North-South expressway projects are still facing difficulties due to a shortage of materials.
Specifically, the Bai Vot - Ham Nghi section is behind schedule by 3.34%, Ham Nghi - Vung Ang by 5.83%, Quang Ngai - Hoai Nhon by 1.28%, Hoai Nhon - Quy Nhon by 3.72%, Quy Nhon - Chi Thanh by 0.16%, Chi Thanh - Van Phong by 13.59%, Can Tho - Hau Giang by 9.33%, and Hau Giang - Ca Mau by 8.96%.
As of September 20th, the land area handed over for phase 2 of the North-South expressway project reached 666.8 km out of a total of 721.2 km, achieving 92.5%.
In addition to the three existing resettlement areas (Bac Lieu, Can Tho , and Ca Mau each have one resettlement area for the Can Tho - Hau Giang and Hau Giang - Ca Mau projects), localities are currently constructing 91 out of 147 resettlement areas to accommodate approximately 5,565 households. To date, only 56 out of 147 areas have been completed.
Regarding construction work, all contract packages of the 12 component projects of the North-South Expressway Phase 2 have mobilized 5,583 pieces of machinery and equipment of all kinds, 12,871 construction personnel, 349 consulting and supervision personnel, and organized 561 construction teams.
The project has completed and is currently constructing approximately 410 km out of 638 km of service roads, reaching 64.3%. Of these, two sections have less than 50% completion (Hoai Nhon - Quy Nhon and Can Tho - Hau Giang).
Notably, the project's output reached approximately 10,177 billion VND out of 95,937 billion VND, achieving 10.6% of the contract, 2.05% behind schedule. Of these, 4 out of 12 component projects met the plan, including Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo, and Van Phong - Nha Trang.
Regarding the causes, difficulties and obstacles related to land clearance are affecting the construction process because localities have not yet converted forest land for additional areas, or the locations are incorrect. The construction of resettlement areas is behind schedule; complex technical infrastructure (especially high-voltage power systems) has not yet been relocated.
Regarding material sources, contractors are facing difficulties in reaching agreements with some landowners in the mining area on transfer fees, land use rights leases, etc.
Furthermore, the capacity of sand mines currently operating in Ha Tinh province (Bai Vot - Ham Nghi section) is insufficient to meet the needs for treating weak soil foundations. Contractors must proactively work with local authorities to complete the procedures for operating new mines and meet the project schedule.
Meanwhile, some component projects have excess excavated soil for road embankment, which must be transported and disposed of, while other projects lack sufficient backfill material when coordinating from the excavated embankment, so they have to extract soil from quarries for backfilling.
To overcome progress difficulties, the Ministry of Transport has requested the People's Committees of the provinces to accelerate the progress of land clearance; and requested project management boards and contractors to continue to coordinate closely with departments, agencies, and localities to promptly resolve difficulties and obstacles in the process of compensation, support, and resettlement...
The Ministry of Transport also instructed project management boards and contractors to coordinate with localities to promptly complete the procedures for confirming the registration of exploitation volumes for 3 sand mines and 18 soil mines that have been submitted but not yet confirmed in the first half of October 2023.
Agreements have been reached with mine owners to allow the exploitation of 6 sand mines and 21 soil mines, with confirmed volume registrations to enable early exploitation. Simultaneously, surveys will be conducted to include newly opened mines in the construction material survey dossier for the project (if needed), and procedures for the remaining mines will be completed no later than October 2023.
