On September 4th, Mr. Tran Hoang Tuan, Permanent Vice Chairman of the Quang Ngai Provincial People's Committee, announced that provincial leaders would visit 16 schools, from the plains to remote areas, on the opening day of the school year, but without giving speeches or beating drums.

" The President has sent a congratulatory letter on the opening day of the school year, so the provincial leaders' intention is to visit and encourage the teachers and students, so that the opening ceremony will be brief and meaningful," Mr. Tuan said. According to him, the drumming and speeches will be handled by the teachers.

Instead, provincial leaders presented flowers and gifts to teachers or awarded scholarships to underprivileged students who overcame difficulties.

Similarly, many Departments of Education and Training in Da Nang have instructed schools to organize the opening ceremony of the new school year in a "brief and concise manner, without speeches from leaders at all levels".

The agency also noted that the principal's speech should focus on welcoming students to school, briefly mentioning the school's traditions and achievements, and the tasks and goals to strive for in the new school year. In addition, the school emphasized discipline and order, and prohibited the release of balloons during the opening ceremony.

On the morning of September 5th, over 20 million students nationwide will attend the opening ceremony, officially beginning the new school year. Schools have been instructed to organize the ceremony concisely and economically, lasting approximately 30-45 minutes.

Some common elements of an opening ceremony include welcoming new students; flag raising and singing the national anthem; reading the President's letter; a welcoming speech by the principal; and the ringing of the school bell (one set, three beats). Schools may also include some interspersed cultural performances suitable for the students' age group.
