On March 20, 2025, the Government issued Decree No. 70/2025/ND-CP amending and supplementing a number of articles of Decree No. 123/2020/ND-CP regulating invoices and documents, effective from June 1, 2025. Accordingly, individuals and business households with annual revenue of VND 1 billion or more must use electronic invoices generated from cash registers connected to tax authorities.

Electronic invoices generated from cash registers help sellers create and send invoices to customers at the time of payment. The system connects directly with tax authorities, creating conditions for transparent control of revenue and limiting tax losses. According to specialized agencies, this is a solution to provide invoices connected to tax authorities, helping to manage the actual revenue of sellers and service providers. Buyers receiving electronic invoices generated from cash registers will have a legal basis to bind the seller's responsibility for the origin and quality of goods and services. Businesses and individuals can be proactive 24/7 in creating invoices when there is a sale of goods and services, thoroughly handling the problems in the past regarding the delay between the time of payment and the time of creating invoices...

According to Mr. Le Viet Anh, Head of the Department of Personal Tax, Business Household Tax and Other Revenues (Tax Department of Region V), implementing the direction of the Ministry of Finance , the Tax Department and Tax Department of Region V immediately deployed the implementation plan to the professional departments and grassroots tax teams.

The People's Committee of Hai Duong province has also directed to strengthen tax management for business households and individuals, and promote the implementation of electronic invoices generated from cash registers connected to tax authorities.

In Hai Duong City, 138/159 businesses have registered and stably used electronic invoices generated from cash registers. Of the 364 tax-declaring households, 273 are required to implement, and so far 205 have registered and stably used them. Through review, there are 165 tax-contracting business households with annual revenue of 1 billion VND or more.

“We have issued notices and assigned tax officials to propagate, mobilize, and provide specific instructions to businesses and business households that have not yet registered, to implement and ensure strict compliance with the regulations in Decree 70/2025/ND-CP,” said Mr. Vu Dang Khoa, Deputy Head of the Hai Duong City Tax Team.

Guidance for business households to use electronic invoices generated from cash registers is being widely deployed by specialized agencies throughout the province.

Currently, Viettel Chi Linh (network service provider) is coordinating with the Chi Linh City Tax Team to actively support taxpayers in using electronic invoices, especially electronic invoices generated from cash registers.

Chi Linh City has a total of 67 households that are required to declare taxes and have registered, and 65 households use electronic invoices generated from cash registers connected to the tax authority. Through review, there are 60 tax-contracting households with revenue of over 1 billion VND/year. Of the 36 cases required to do so, 3 households have registered and stably used electronic invoices generated from cash registers.

The use of electronic invoices generated from cash registers has also received high support from sellers. BRGmart Hai Duong currently welcomes 700 - 800 customers/day and increases by 30% during holidays. Ms. Nguyen Thi Minh Phuong, Director of BRGmart Hai Duong, said that using electronic invoices generated from cash registers not only ensures customers' rights but also helps them participate in promotional programs and lucky draws more conveniently. The implementation of electronic invoices generated from cash registers combined with the "Lucky Invoice" program is an effective long-term solution to change consumers' habits of getting invoices; promote digital transformation in tax management. At the same time, sellers are required to issue invoices and declare and pay taxes correctly, fully and promptly...

GO Hai Duong Supermarket is also actively using electronic invoices generated from cash registers. Since its operation in 2011, the unit has applied electronic payment vouchers with QR codes issued for each sale. The supermarket uses software to link the system in each step from input, inventory, updating of goods in stock, sales results, etc., so it is easy to issue electronic invoices generated from cash registers for each sale. The implementation of electronic invoices generated from cash registers is also convenient because electronic invoices can be issued immediately to customers, even after hours or late at night. "The supermarket has currently set up 28 cash registers to issue electronic invoices to customers quickly and conveniently," said Ms. Nguyen Thi Thuy, Head of Cashier Department of GO Hai Duong.

Since the end of 2022, Hai Duong province has had 1,125 businesses and individuals registering to use electronic invoices generated from cash registers with tax authority codes. Of the 859 households that are required to declare taxes, 742 have registered and 563 households have used electronic invoices generated from cash registers, reaching 66%...
