According to reports, on the morning of May 11th, south of the Thung Thi tunnel entrance, part of the Mai Son - National Highway 45 expressway project (the section passing through Ha Linh commune, Ha Trung district, Thanh Hoa province), many trucks were seen excavating soil outside the expressway corridor and creating access points and making U-turns at the movable fence in front of the tunnel entrance.

Transporting soil from outside the highway corridor and passing through the fence in front of the Thung Thi tunnel poses a potential risk to traffic safety.

The transportation of soil has caused dust pollution and poses a potential traffic safety hazard for vehicles traveling on the highway.

On May 12th, speaking with Giao Thong Newspaper, Mr. Nguyen Xuan Dung, Vice Chairman of the People's Committee of Ha Trung district, said that immediately after receiving the information, on the afternoon of May 11th, the district sent functional forces to inspect the situation and temporarily seized one vehicle.

"We are assigning the district police to investigate and clarify whether the land seizure was legitimate or not. Once we have accurate results, we will provide specific information to the press," Mr. Dung said.

The fences on the side of the Thung Thi tunnel's control building and the fence in front of the tunnel entrance were opened to allow trucks carrying soil to easily turn around.

Regarding this issue, Mr. Luong Van Long, Director of the Mai Son - National Highway 45 project, said that once the project is completed and put into operation, all crossings over the expressway will be closed to ensure safe traffic flow.

"Currently, we are requesting a detailed report from the unit managing and operating the expressway (Vietnam Expressway Operation and Maintenance Joint Stock Company - VEC O&M)," Mr. Long said.

Regarding this matter, Mr. Doan Bac, representing VEC O&M, stated: "On the evening of May 11th, when we patrolled the area, we found that the authorities had already finished their work. There were no vehicles transporting soil at the time of inspection."

The fence next to the Thung Thi tunnel's control room has been put up and locked, preventing vehicles from entering or exiting.

Explaining why the movable barrier in front of the Thung Thi tunnel entrance was opened and someone was directing vehicles to turn around, Mr. Bac said: "The movable barrier wasn't properly locked, which is why the transport company pulled it out to create a passage for vehicles. The person directing traffic was likely an employee of the transport company."

Mr. Bui Trong Tue, Head of Road Management Office II.1 - Road Management Area II, shared that immediately after receiving the information, the unit went to the scene, coordinated with forces from the Traffic Police Department ( Ministry of Public Security ) and VEC O&M to set up barricades and deploy personnel on duty.
