According to regulations, not obeying traffic light signals is a violation of the law.

Traffic Police Department officers explained that according to current law, drivers will not be subject to administrative penalties if they do not comply with traffic lights in the following cases: according to Article 11 of the Law on Handling of Administrative Violations, violations in urgent situations will not be subject to penalties. This includes not complying with traffic lights to give way to priority vehicles or ambulances performing urgent tasks.

In case of faulty or non-functioning traffic lights, the driver will not be penalized. In case of traffic police orders, the driver must obey, even if the traffic lights are not suitable. However, in these situations, the authorities will coordinate to verify and ensure the reasonableness of the act of not complying with traffic lights, in order to avoid injustice and protect the legitimate rights of traffic participants.
