The whole country has just announced decisions on the establishment of local party committees and leadership personnel, to prepare for the operation of a two-level local government apparatus in 34 provinces and cities nationwide - a new administrative entity of Vietnam.
According to General Secretary To Lam, the decision to "reorganize the country" is a historic step of strategic significance, marking a new development stage in the cause of perfecting the State administrative apparatus, perfecting the institutions and organization of the political system.
The consolidation of the local leadership with key personnel such as the provincial secretary and chairman was also quickly carried out. Among the key local leaders, there were new people, but there were also veteran leaders who had held many important positions.
The youngest Provincial Party Secretary is 47 years old, most of them are not local people.
Regarding age, according to statistics, among the 34 provinces and cities after the rearrangement, most of the local party secretaries belong to the 7X generation (born in 1970-1979) with 20 people; 13 provincial and city party secretaries belong to the 6X generation (1960-1969) and only 1 person belongs to the 5X generation, Politburo member, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen.
In terms of age, Mr. Nguyen Van Nen is the oldest Secretary (68 years old), and the youngest is Mr. Le Quoc Phong, Secretary of Dong Thap Provincial Party Committee (47 years old).
Mr. Nguyen Van Nen is from Tay Ninh and has a bachelor's degree in Law. He is a member of the 13th Politburo; Secretary of the 12th Party Central Committee and a member of the 11th, 12th, and 13th Party Central Committees.
He has held the position of Secretary of the Ho Chi Minh City Party Committee since October 2020.

Dong Thap Party Secretary Le Quoc Phong is from Hanoi and has a Master's degree in Biology. He is a member of the 12th (alternate) and 13th Party Central Committee. Mr. Phong is a cadre who grew up and rose from the Youth Union, and once held the position of First Secretary of the Central Youth Union. He has been Secretary of the Dong Thap Provincial Party Committee since October 2020.
In terms of gender, there are only 3 women among the 34 provincial and municipal secretaries, including: Hanoi Secretary Bui Thi Minh Hoai, Lai Chau Secretary Giang Pao My and Quang Ngai Secretary Bui Thi Quynh Van. Of these 3, only Ms. Bui Thi Minh Hoai is a female secretary who is not from the locality.
Ms. Bui Thi Minh Hoai is from Ha Nam, has held many positions and has held the position of Secretary of Hanoi since July 2024.
In terms of educational qualifications, the majority of provincial and municipal Party Secretaries have bachelor's, master's and doctoral degrees. Of these, the proportion of master's degrees is the highest (41.18%), followed by doctorate (32.35%) and bachelor's degrees (23.53%).

Another notable point is the number of provincial secretaries who are not local people. Of the 34 provinces and cities, 27 secretaries are not local people; 7 secretaries are local people.
Arranging Party Committee Secretaries who are not local people is a policy of the Party to enhance objectivity and fairness in personnel work, while improving the effectiveness of leadership and direction of local Party Committees.
In the list of secretaries of 34 provinces and cities after the arrangement, there are 3 secretaries who are ethnic minorities, including: Lam Dong Secretary Y Thanh Ha Nie K'dam (Ede ethnic group); Lai Chau Secretary Giang Pao My (H'Mong ethnic group) and Tuyen Quang Secretary Hau A Lenh (H'Mong ethnic group).
Three secretaries on the list of 34 people were also generals in the armed forces (including 2 army generals and 1 police general).
The first person is Bac Ninh Party Secretary Nguyen Van Gau. He holds the rank of Lieutenant General and served as Deputy Director of the General Political Department of the Vietnam People's Army before being appointed as Bac Giang Party Secretary and then Bac Ninh Provincial Party Secretary.

The second person is Thanh Hoa Party Secretary Nguyen Doan Anh. He holds the rank of Senior Lieutenant General and before becoming Thanh Hoa Party Secretary, he held the position of Deputy Chief of the General Staff of the Vietnam People's Army.
The third person is Secretary of Dong Nai Provincial Party Committee Vu Hong Van - a general of the People's Public Security. Mr. Van holds the rank of Major General, previously held many important positions such as Director of Dak Lak Provincial Police, Director of Dong Nai Provincial Police, Director of the Department of Internal Political Security (Ministry of Public Security).
5 provincial chairmen used to work in the armed forces
In the list of chairmen of 34 provinces and cities, it is noteworthy that there are no female chairmen of the provinces. All local government leaders are men.
Most of the provincial People's Committee Chairmen are between 45-55 years old (26 people, accounting for more than 76%); the rest are between 55-65 years old (8 people, accounting for more than 23%).
Among them, the youngest provincial chairman in the country is Mr. Le Hai Hoa, Chairman of the People's Committee of Cao Bang province. Mr. Hoa is 45 years old and has a PhD in Economics. He has held the positions of Chief of Office, Vice Chairman of the People's Committee of Cao Bang province, and Secretary of the Cao Bang City Party Committee.
10 out of 34 provincial People's Committee chairmen have PhD degrees, the rest mostly have Masters and Bachelors degrees.
Another special point is that among the 34 provincial and municipal chairmen, 5 people used to work in the armed forces of the army and police.
One is Chairman of Can Tho City People's Committee Tran Van Lau. Mr. Lau was born in 1970, from Soc Trang, has a Bachelor of Political Science. With the rank of Colonel, he was the Political Commissar of Soc Trang Provincial Military Command; Commander of Soc Trang Provincial Military Command.
Second is Mr. Vo Trong Hai, Chairman of the People's Committee of Ha Tinh province. He was born in 1968, has the rank of Major General. He has held positions such as Commander of the Ha Tinh Border Guard; Director of Ha Tinh Police; Director of Nghe An Provincial Police.

The third is Chairman of Hai Phong City People's Committee Le Ngoc Chau. Mr. Chau was born in 1972, has a PhD in Law and holds the rank of Major General. He was the Commander of the Mobile Police Command, Ministry of Public Security; Director of Hai Phong City Police.
The fourth is Lam Dong Chairman Ho Van Muoi. He was born in 1969, from Quang Nam, has a Master's degree in Law, Bachelor's degree in Security. Mr. Muoi is a Colonel, has held the positions of Deputy Director of the Political Protection Department V, Deputy Director of the Internal Security Department, Ministry of Public Security; Director of Dak Nong Provincial Police.
The fifth person is Mr. Phan Huy Ngoc, Chairman of Tuyen Quang Provincial People's Committee. Mr. Ngoc was born in 1972, from Vinh Phuc, has a PhD in Law and a Bachelor of Economics. With the rank of Colonel, Mr. Ngoc has held positions such as Deputy Director of Phu Tho Provincial Police; Director of Ha Giang Provincial Police.
