Expectations from movements in the "face" of public administration

Every time a new government begins its term, all attention is focused on its first actions. In Lao Cai, after July 1, 2025, the initial movements at public administrative centers - known as the "face" of the administration - are not simply about handling procedures, but are becoming a source of energy that ignites people's great expectations for an effective and dedicated term of service.

These expectations are not vague. They are built from practical experiences, even the smallest ones, at the grassroots level, even in the most difficult places. A typical example is Quy Mong commune, a new administrative unit established from the merger of three communes of Yen Bai province, where one can imagine chaos and confusion. However, the reality shows a very positive picture.

On the second working day, the system was running smoothly. Amidst the work of arranging and stabilizing the organization, the top priority was still the people. Mr. Tran Van Nam, a young man who had just returned after many years of working abroad to start a business in his hometown, came to confirm his residence information to register his business. Mr. Nam shared that he had mentally prepared himself to have to go back and forth a few times because the new system was not yet stable. However, the reality surprised him.

"I just had to present my needs, a young officer guided me very carefully step by step, from filling out a new application form according to the location of Lao Cai province to the necessary documents. Everything happened very quickly, without any hassle. The feeling of being respected and supported like this is a great motivation for young people like us who want to return to our hometown to start a business," Nam happily said.

Mr. Nam’s simple experience has a great meaning. It represents what people expect from the government: speed, friendliness and efficiency. It shows that a new working spirit is being established.

Talking to us, Mr. Tran Duc Tien - Deputy Director of Quy Mong Commune Public Administration Center affirmed that it was the result of a thorough preparation process and a people-centered mindset. He shared: "With the spirit of putting people's work first, we have fully prepared facilities, fully equipped with equipment... Professional staff have also participated in very complete training". This affirmation shows that the change is not just a formality, but comes from the solidarity and determination of the entire staff, with the attention and close direction of the Party Committee and government.

Not only at the grassroots units, but also at the administrative "brain" of the province, the spirit of service and careful preparation were also clearly demonstrated. At the Lao Cai Provincial Public Administration Service Center (base 1) located in Yen Bai ward, a large number of people and representatives of organizations were present early. The largest crowd gathered at the police counter, mainly to carry out procedures to withdraw and request a new seal under the name of the new administrative unit.

Despite the large number of people coming to transact, the atmosphere was still orderly and disciplined. Ms. Le Thi Mai, chief accountant of an agricultural cooperative in the area, could not hide her surprise: "I was mentally prepared to wait all morning because this is a common task for hundreds of units. But the process was very scientific, with staff giving enthusiastic instructions right at the door, so it was done in just over an hour. It really exceeded my expectations."

Explaining this effective operation, Mr. Tran Tri Dung - Deputy Director of Lao Cai Provincial Public Administration Service Center said that the key lies in careful preparation and the application of technology to streamline remotely. Mr. Dung shared: "All activities here are being carried out well because the facilities are adequate, the staff is also ready to receive, guide the people and receive the documents here. Up to now, the number of documents recorded at all points has not fluctuated too much. VNPT, Post Office, BIDV Bank, Viettel have sent all staff to all points, branches, and previous headquarters to guide people to submit documents online, so the number of people coming to the main points has not increased too much".

This approach not only reduces pressure on the central office but also demonstrates a modern management mindset, proactively creating maximum convenience for people right from the access stage. This initiative, from perfecting the legal basis to applying technology to streamline people to submit documents online as done at the Provincial Public Administration Center, is the reason why the new apparatus has operated smoothly from the very beginning.

These initial successes are not accidental. They are the "sweet fruit" of a thorough, drastic and proactive preparation process by the entire political system of Lao Cai and Yen Bai provinces over the past time. Right from the beginning of the policy, the provincial leadership has determined the highest goal is to ensure a seamless transition, without interrupting any work or legitimate needs of the people and businesses.

Discussing this process, Comrade Trinh Xuan Truong - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized the very high political determination of the two localities. Comrade Trinh Xuan Truong said: "In order for work, especially administrative procedures for people to not be interrupted, the two provinces of Lao Cai and Yen Bai have been very determined and determined to prepare for the two-level local government to officially come into operation from July 1, 2025, in accordance with the direction of the Politburo, the Secretariat and the instructions of the ministries, departments and central branches. In addition to issues of personnel, organizational structure, and facilities, we pay special attention to administrative procedures to support people and businesses, so as not to be interrupted when the government status changes".

The Provincial Party Secretary also highly appreciated the timely participation of Central agencies in creating a solid legal corridor for the locality. "In the recent past, the Central ministries and branches have promptly completed decrees, guiding circulars and decisions on administrative procedure regulations. Up to this point, the Central Government has issued over 2,000 administrative procedures and the two provinces have also completed all the review and preparation for application, ensuring the implementation of tasks for people as well as businesses," the Provincial Party Secretary added.

Now that people's expectations have been raised by concrete actions, the challenge for Lao Cai provincial government is how to maintain and expand this "new wind". It is not just a story of the early days, but a journey of a whole term, a new phase with the most accurate measure being people's satisfaction and the development of the business community.
