The “Digital Literacy for All” movement has spread strongly from simple community activities to digital skills training classes and mass media systems. These activities have brought technology closer to the people, contributing to arousing the spirit of learning in the homeland.

Before the merger, the three provinces of Phu Tho, Hoa Binh and Vinh Phuc had all launched the movement with their own methods, in which Phu Tho organized classes to instruct on the use of online public services, cashless payments, and electronic identification; Hoa Binh organized the "Digital Transformation and Digital Literacy Festival", bringing technology to remote areas; Vinh Phuc deployed the "Community Digital Class" model, mobilizing youth union members to support the elderly, farmers, and small traders in using smartphones. These models became an important foundation for the movement to be inherited and widely deployed throughout the province after the merger.

Mr. Nguyen Minh Tuong, Provincial Party Committee member, Director of Phu Tho Department of Science and Technology, said that immediately after the merger, the Department of Science and Technology advised the Provincial People's Committee to issue a plan to implement the movement with the goal of spreading to every village, residential group and residential area. The spirit of the plan is to create a movement for the whole population to learn, practice digital skills and participate in the province's digital transformation process.

In particular, the province prioritizes the strong application of digital technology, artificial intelligence and online learning platforms with flexible methods, suitable for all groups of people, especially people in remote areas and ethnic minorities. The results of the movement are required to be measured by a clear change in people's digital capacity.

In just three months after the merger, the Phu Tho Department of Science and Technology coordinated to organize 20 digital skills training courses for more than 1,000 officials, civil servants and members of the community digital technology group. At the same time, the province promoted activities in response to National Digital Transformation Day (October 10), thereby creating a vibrant learning atmosphere and increasing awareness of the benefits of digital skills.

The movement has been implemented in a diverse and creative manner by localities: Hoa Binh Ward established a Rapid Response Team to support administrative procedures at home for disadvantaged people, helping 20 cases; Vinh Chan Commune promoted propaganda in the political system and residential community; produced news articles on digital transformation broadcast on radio and posted on the commune's digital platforms; Phung Nguyen Commune opened classes to guide the use of VNeID, online public services and essential digital platforms.

Youth continue to be the vanguard. Many members participate in guiding people to make online payments, install digital applications, and are also members of the local digital transformation rapid response team.

Not only the young but also the elderly are actively participating in digital learning. Mrs. Bui Thi Xinh, 63 years old, Thong Nhat ward, shared: “Before, I only knew how to call my children and grandchildren. Thanks to the guidance during the residential area activities, now I can look up information and pay bills right on my phone. It is much more convenient and confident.”

The movement has contributed to improving digital skills for officials, people and businesses. Handling administrative procedures, electronic payments and daily transactions have become more convenient. In particular, people have more opportunities to access new knowledge and keep up with the digitalization trend.

The “Digital Literacy for All” movement in Phu Tho is not only a process of popularizing technological skills, but also a change in awareness and learning habits of the community. With the determination of the entire political system, the companionship of the youth and the response of the people, the movement is expected to become an important driving force to bring Phu Tho faster on the digital transformation journey - a journey of knowledge, creativity and aspiration to rise up.
