Birth of resolutions on practical basis
Without restructuring the administrative system and innovating the management and leadership methods of the Party and State, the country will develop slowly. That is an urgent requirement of life.
Since the 9th, 12th and 13th Party Congresses, the specific tasks of streamlining the organizational apparatus and building a comprehensive model of the political system's organizational apparatus in the new period have been stated in the Congress Documents. Since the 7th Congress, many Party Resolutions have been issued to lead the implementation of the policy of innovation and streamlining the organizational apparatus of the political system.
Specifically: Resolution of the 8th Central Conference, 7th tenure on continuing to build and perfect the Socialist Republic of Vietnam; Resolution No. 10-NQ/TW, dated February 9, 2007 of the 10th Central Executive Committee on innovation and perfecting the organizational apparatus of Party agencies, orientation for innovation of the organizational apparatus of the State, the Fatherland Front and socio-political organizations; Resolution No. 17-NQ/TW, dated August 1, 2007 of the 10th Central Executive Committee on promoting administrative reform, improving the effectiveness and efficiency of management of the State apparatus; Resolution No. 12-NQ/TW, dated January 16, 2012 of the 11th Central Executive Committee on a number of urgent issues on Party building; Resolution No. 11-NQ/TW, dated June 3, 2017 of the 12th Central Executive Committee on perfecting the socialist-oriented market economic institution...
Of special importance is Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee on innovation and reorganization of the political system.
Resolution No. 18-NQ/TW has been in practice for 7 years and Vietnam has achieved some important results, initially creating positive changes in innovation, reorganization of the apparatus, improving the operational efficiency of agencies, units and organizations in the political system. The functions, tasks and working relationships of each organization in the political system have been more reasonably defined and adjusted, gradually meeting the requirements of building and perfecting the socialist rule-of-law state and developing a socialist-oriented market economy.
However, the organizational structure of the political system is still cumbersome, with many levels and focal points; the effectiveness and efficiency of operations have not met the requirements and tasks; the functions, tasks, powers, organizations, and working relationships between many agencies and departments are not really clear, still overlapping; the intermediate levels lead to time wasted through "multiple doors" of administrative procedures, causing obstacles, even creating bottlenecks, and missing development opportunities.
Looking straight at the nature of the matter, the article by General Secretary To Lam on November 5, 2024 on building a political system with the title: "Refined - Lean - Strong - Effective - Efficient - Effective" is the opening shot for the historic step to "rearrange the country".
The article clearly states: It is necessary to urgently carry out the revolution in streamlining the organizational apparatus of the political system, with a number of key tasks: Building and organizing the implementation throughout the political system of the overall model of the organizational apparatus of the Vietnamese political system to meet the requirements and tasks in the new revolutionary stage; focusing on perfecting the institution in the spirit of "running and lining up at the same time" to quickly bring the Party's policies into practical life.

On December 5, 2024, the Central Steering Committee on summarizing Resolution No. 18-NQ/TW requested units to complete the project to arrange and streamline the apparatus in December 2024 to serve the Central Conference and the extraordinary National Assembly session to be held in February 2025.
Everything happened very urgently, within two months, from when the "revolution in streamlining state organization" was launched until the project to reorganize the apparatus had to be completed.
That is thanks to the drastic direction of General Secretary To Lam following the motto "running and lining up at the same time", "time does not wait", "must do it immediately, the sooner it is done the more beneficial it is for the people and the country", "The Central Committee must be exemplary, the Party committees must be exemplary, the National Assembly must be exemplary, the Government must be exemplary".
The prominent “keywords” in the General Secretary’s speeches in recent times are “revolution”, “resolute”, “urgent”, “highly determined”, “urgent”, “strong”, “do it quickly”, “extraordinary efforts”, “excellent efforts”…
On October 31, 2024, speaking at the National Assembly's discussion session, the General Secretary called the streamlining of the apparatus a "revolution" and must be implemented by the entire political system from the Central to the grassroots, to each Party cell and Party member. The General Secretary stated: Currently, the budget is spending about 70% on salaries, regular expenses, and activities. We cannot increase salaries, because if we increase salaries while the apparatus is huge, the expenditure will be up to 80-90% of the budget, leaving no money for other activities. The cumbersome apparatus hinders development.
Six days after the article "Refined - Lean - Strong - Effective - Effective - Efficient", on November 11, 2024, at the Party Central Committee headquarters, working with the Documents Subcommittee and the Party Charter Subcommittee of the 14th National Party Congress, the General Secretary requested urgent implementation of Resolution No. 18-NQ/TW with high political determination, drastic actions, and ideological unity of the entire political system, requiring solidarity, unity, courage, and sacrifice of each cadre and party member, first of all the heads of Party committees, authorities, the Fatherland Front and mass organizations at all levels, all for the development of the country.
Next, on November 25, 2024, the 13th Central Party Executive Committee Conference solemnly opened in Hanoi. In his opening speech, the General Secretary affirmed: Continuing to innovate and reorganize the apparatus of the political system is an urgent requirement of the practical situation. Time does not wait.
On December 1, 2024, the Politburo and the Secretariat held a national conference to disseminate and summarize the implementation of Resolution 18; focusing on solutions to remove bottlenecks and bottlenecks in development institutions.
Speaking at the conference, the General Secretary directed: “Is now the time, the opportunity, the urgency, the objective necessity for the revolution in streamlining the political system’s apparatus so that the apparatus can operate effectively and efficiently? The answer is that it cannot be delayed any longer. This is a very urgent issue, it must be done, the sooner it is done, the more beneficial it is for the people and the country. To have a healthy body, sometimes we have to take bitter medicine, endure the pain of tumor surgery.”

At the moment of creating momentum for the country to enter a new era of the nation, studying, propagating and thoroughly grasping the Party's directives and resolutions at all levels of Party committees and organizations is of great importance in order to quickly bring the Party's guidelines and the State's policies into the hearts and minds of cadres, Party members and the masses, creating consensus in society to achieve effectiveness in the implementation process.
Researching, studying and thoroughly understanding resolutions is the first step to bring the Party and State’s guidelines, policies and guidelines to cadres, party members and the people. Therefore, innovating the way to organize and thoroughly understand resolutions is never enough, such as reducing “empty” conferences, increasing practicality, dialogue, organizing competitions to learn about resolutions, applying technology, digital transformation, etc.
The Politburo and the Secretariat have recently continuously organized study sessions and disseminated the resolution in both direct and online formats to connecting points nationwide and simultaneously broadcast live on radio and television.
During these days, the system of agencies doing propaganda and mass mobilization work needs to focus all their efforts on propagating and mobilizing union members, association members and people of all walks of life to "correctly understand, grasp and highly agree" with the policies and guidelines on streamlining and reorganizing the apparatus, supporting the operation of the country's new administrative system, even though they may face initial difficulties.

Along with innovating the form of organizing conferences, Party committees at all levels also need to combine popularizing and propagating resolutions with many rich, vivid and creative forms - through Party cell activities, activities of socio-political organizations, social networks, on internal information groups, etc.
It is necessary to choose the appropriate form of class for each subject, innovate the way of organizing classes, learning methods with diverse forms, and organize research, study and mastery of specialized fields for cadres and party members in which field, and develop specialized documents for different subjects.
Foster a team of reporters with in-depth knowledge of political theory and expertise, professional skills, deep understanding, and ability to appropriately apply the content of resolutions at each level, each sector, agency, and unit; increase dialogue and democratic discussion among cadres, party members, and the masses in the process of communicating resolutions...
