Therefore, mobilizing people to donate land for road construction has never been easy. However, with high determination and creative, effective methods, in a short time, the "Road 24" has been formed, creating a new look for many streets.

Residents of alley 32, Ai Son 1 Street, Dong Hai Ward, donated land to expand the road.

In implementing Directive 24-CT/TU, dated July 12, 2024, of the Provincial Party Committee on the campaign to encourage people to donate land and invest in the renovation, upgrading, and beautification of infrastructure, focusing on transportation routes in rural and urban areas of the province in a synchronized and modern manner, the Standing Committee of the Thanh Hoa City Party Committee established the 1641 Steering Committee and a working group to assist the Steering Committee, assigning members of the Steering Committee to be in charge of each locality. The city also widely disseminated the purpose and significance of Directive 24-CT/TU in conjunction with Resolution 83 of the City People's Council on mobilizing people to donate land and invest in the renovation, upgrading, and beautification of infrastructure in the city to mobilize the highest possible participation of the people. At the same time, the targets for implementing Directive 24-CT/TU were included in the socio -economic development targets of each ward and commune.

Through the review process, wards and communes have assessed the current state of traffic routes in residential areas; surveyed land and structures on the land that need to be demolished to expand the roads in the 2025-2030 period. According to the review results, the number of traffic routes requiring upgrading and expansion is 50; the number of households affected in terms of land and assets on the land requiring demolition is 1,719 households, the area of ​​residential land is 17,152 m2, other types of land is 10,194 m2, the value of land is over 113 billion VND, and the value of assets and structures on the land that need to be demolished is over 43 billion VND.

In implementing Directive 24-CT/TU, Lam Son ward has unanimously agreed on the viewpoint that "mobilizing the people to donate land is one of the key tasks for leadership and guidance in implementation." Comrade Le Ngoc Linh, Secretary of the Lam Son Ward Party Committee, said: “To ensure the highest effectiveness of Directive 24-CT/TU, the Ward Party Committee has directed the government, the Fatherland Front, and mass organizations from the ward to the residential groups to thoroughly understand and implement it seriously. In particular, emphasis has been placed on disseminating information about the benefits of donating land for road construction to mobilize the active participation of the people. In each residential group, this content has been included in Party branch meetings and people's conferences for discussion and deliberation, creating high consensus in implementation. In the implementation phase, residential groups have reviewed the current state of roads in their areas, and then proposed roads that need upgrading and expansion. Based on the proposals of the residential groups, the Ward People's Committee has assessed the projects on the ground, handed over boundary markers, and guided the residential groups to implement the regulations correctly.”

During the 2024-2025 period, Lam Son ward aims to have at least one road invested in and upgraded. However, with the active participation and responsibility of the entire political system and all levels of the people, four residential groups in Lam Son ward have already renovated, upgraded, and expanded six alleyways. Leading the way, residential group 6 mobilized 60 out of 70 households in Thang Loi alley to donate 227 square meters of land, worth nearly 2.3 billion VND, to expand a 195-meter-long road; 26 households in alley 04, Cam Ba Thuoc street, residential group 5, donated 234 square meters of land, worth over 3.5 billion VND. Neighborhood group 3 contributed to the renovation, upgrading, and paving of alley 80 Dinh Le, 70m long, with concrete... Building on this success, in 2025, Lam Son ward selected alley 109 Ngo Tu (street 12) for upgrading and renovation according to Directive 24-CT/TU of the Provincial Party Committee Standing Committee and selected Cua Ta road (street 1) to implement according to Resolution 83 of the City People's Council.

The challenges facing Dong Hai ward in implementing Directive 24-CT/TU are considerable, as Dong Hai had proactively taken the lead more than two years ago by issuing Resolution No. 09-NQ/DU on strengthening leadership and mobilizing people to donate land and structures to expand and upgrade narrow, dilapidated streets and alleys, and to improve urban infrastructure. However, with high determination and great effort, Dong Hai succeeded when 56 households in Alley 32, Ai Son 1 Street, simultaneously demolished their gates, walls, and even sturdy multi-story houses to donate 1,400 square meters of land, worth over 28 billion VND, to expand the road from 4.5 meters to 9 meters.

Mr. Dam Dinh Dien, Secretary of the Party Committee of Dong Hai Ward, said: “Initially, some households were hesitant because the road wasn't narrow, and there were many two-story and three-story houses built close together, making demolition very costly. But after being informed and persuaded, in the last days of 2024, all 56 households on both sides of the road simultaneously demolished their structures to donate land for road construction. This road is the result of the sweat, effort, and spirit of unity, creativity, and daring to think and act of the cadres, Party members, and residents of Alley 32 in implementing Directive 24-CT/TU.”

During implementation, with the responsible involvement of Party committees and authorities from the city to the ward and commune levels, along with the agreement and support of the people, Directive No. 24-CT/TU, linked with Resolution No. 83 of the City People's Council, has yielded noteworthy initial results. Currently, 100% of roads in the city have been concreted or asphalted; 82.81% of roads in old residential areas have a road width of 3.5m or more and have solid drainage ditches. Notably, in an era where land is extremely valuable, for the common good, 834 households in the city have donated land and assets on the land worth 62.97 billion VND, including 43.774 billion VND for land and 19.196 billion VND for assets on the land.

Directive No. 24-CT/TU, linked to Resolution No. 83 of the City People's Council, is implemented to accelerate the progress of renovating, beautifying, and upgrading urban technical infrastructure in a synchronized and interconnected manner between the inner and outer areas, creating a clean, beautiful, and modern appearance for the city.
