People in lane 32, Ai Son 1 street, Dong Hai ward donated land to expand traffic routes.

Implementing Directive 24-CT/TU, dated July 12, 2024 of the Provincial Party Committee Standing Committee on the campaign to mobilize people to donate land, invest in renovating, upgrading, and improving infrastructure, focusing on roads in rural and urban areas in the province in a synchronous and modern direction, the Standing Committee of the Thanh Hoa City Party Committee has established Steering Committee 1641 and a working group to assist the Steering Committee, assigning members of the Steering Committee to be in charge of each facility. The city also widely propagated the purpose and significance of Directive No. 24-CT/TU in conjunction with Resolution No. 83 of the City People's Council on mobilizing people to donate land to invest in renovating, upgrading, and improving infrastructure in the city to mobilize the highest participation of the people. At the same time, the target of implementing Directive No. 24-CT/TU was included in the socio-economic development targets of each ward and commune.

Through the review, the wards and communes have assessed the current status of traffic routes in residential areas; surveyed land and constructions on land that need to be demolished to expand the routes in the 2025-2030 period. According to the review results, the number of traffic routes that need to be upgraded and expanded is 50 constructions; the number of households affected by land and assets on land that need to be demolished is 1,719 households, the residential land area is 17,152m2, other types of land are 10,194m2, the land value is over 113 billion VND, the value of assets and constructions on land that need to be demolished is over 43 billion VND.

Implementing Directive 24-CT/TU, Lam Son ward has agreed on the viewpoint of "taking the mobilization of people to donate land as one of the key tasks to lead and direct implementation". Comrade Le Ngoc Linh, Secretary of Lam Son Ward Party Committee, said: “In order for Directive 24-CT/TU to bring about the highest efficiency, the Ward Party Committee has directed the government, the Fatherland Front, and mass organizations from the ward to the residential groups to thoroughly grasp and seriously implement it. In particular, it is important to pay special attention to the propaganda work on the benefits of donating land to open roads in order to mobilize the active participation of the people. In each residential group, this content is included in the Party cell meetings and People's conferences for discussion, deliberation, and creating high consensus in implementation. Starting the implementation, the residential groups have reviewed the current traffic situation in the area, thereby proposing routes that need to be upgraded and expanded. Based on the proposals of the residential groups, the Ward People's Committee has appraised the works on the ground, handed over boundary markers, and instructed the residential groups to implement them in accordance with regulations.”

In the period of 2024-2025, Lam Son ward strives to have at least 1 road invested and upgraded. However, with the active and responsible participation of the entire political system and people of all walks of life, in Lam Son ward, 4 residential groups have renovated, upgraded and expanded 6 alleys. Taking the lead in implementation, residential group 6 mobilized 60/70 households in Thang Loi alley to agree to donate 227m2 of land, worth nearly 2.3 billion VND to expand the 195m long road; 26 households in alley 04 of Cam Ba Thuoc street, residential group 5 donated 234m2 of land, worth more than 3.5 billion VND; Residential group 3 contributed to renovating, upgrading, and paving the 70m long lane 80 Dinh Le... Building on the success, in 2025, Lam Son ward selected lane 109 Ngo Tu (street 12) to upgrade and renovate according to Directive 24-CT/TU of the Provincial Party Standing Committee and selected Cua Ta route (street 1) to implement according to Resolution 83 of the City People's Council.

The challenge posed when implementing Directive 24-CT/TU for Dong Hai ward is not small, because Dong Hai proactively went ahead and did it more than 2 years ago when issuing Resolution No. 09-NQ/DU on strengthening leadership, mobilizing people to donate land and constructions to expand and upgrade narrow, degraded roads and alleys and urban beautification. However, with high determination and great efforts, Dong Hai was successful when 56 households in alley 32, Ai Son 1 street simultaneously broke down gates, broke down walls, and demolished solid high-rise buildings to donate 1,400m2 of land, worth more than 28 billion VND to widen the road from 4.5m to 9m.

Mr. Dam Dinh Dien, Secretary of the Dong Hai Ward Party Committee, said: “At first, some households were also concerned because the road is not narrow, and there are many 2-storey and 3-storey houses located close together, and demolishing it would be very costly. But after being propagandized and mobilized, in the last days of 2024, 56/56 households on both sides of the road simultaneously demolished their structures to donate land to open the road. It is a road of sweat, effort, solidarity, creativity, daring to think, daring to do of the team of cadres, party members and people of alley 32 in implementing Directive 24-CT/TU”.

During the implementation process, with the responsible participation of the Party Committee and authorities from the city to the ward and commune levels, along with the consensus and support of the people, Directive No. 24-CT/TU associated with Resolution No. 83 of the City People's Council has brought about remarkable initial results. Currently, 100% of the city's roads are concreted and asphalted; 82.81% of the roads in old residential areas have a road surface width of 3.5m or more, with solid drainage ditches. Notably, in the time of "every inch of land is gold", for the common good, 834 households in the city donated land and assets on land worth 62.97 billion VND, of which 43.774 billion VND was land and 19.196 billion VND was assets on land.

Directive No. 24-CT/TU associated with Resolution No. 83 of the City People's Council was implemented to accelerate the progress of renovation, embellishment, and upgrading of urban technical infrastructure in a synchronous and interconnected direction between the inner city and the suburbs, creating a spacious, clean and beautiful appearance for the city.
