One of the notable new points in this exam is the ability to reserve results for each part of the exam. Candidates who pass a part will have their results kept, only having to retake the part they failed, which has never happened in previous exams.
Lieutenant Colonel Nguyen Ham Thang, Deputy Head of the Traffic Police Department of Nghe An Province Police, Chairman of the Examination Council, said: “This exam has a total of 423 candidates, of which 223 are new candidates and 200 are re-examining to restore their driving licenses. The passing rate of new candidates is 75%, while the passing rate of re-examining candidates is 68%.”

According to Lieutenant Colonel Thang, in order for the exam to be conducted objectively, transparently and in accordance with regulations, the authorities had previously organized four trial exams. The official exam on May 8 was successfully held, ensuring absolute safety, creating trust among the people.
Mr. Dang Thanh Minh, Director of Nghe An Road Motor Vehicle Testing Center No. 1, informed: “Candidates must pass 4 parts of the test: theory, simulation, visual test and road test. For candidates who retake the test to restore their driving license, they only have to retake the theory part. As for new candidates, they are required to take all parts.”

One difference from before is that training centers are now only responsible for the physical facilities. The entire testing process, including the board and examiners, is directly handled by the Traffic Police.
“Previously, if you failed the theory test, you would not be able to take the next part. Now, candidates can still take the full test, each part will be graded separately and the results will be saved. This helps reduce pressure for candidates and gives them more opportunity to focus on each part of the test,” Mr. Minh added.

At the exam, many candidates expressed excitement at these positive changes.
Mr. Phan Dinh Ninh (64 years old, residing in Dien Chau district) shared: “This exam has created many favorable conditions for us. Previously, if we failed one part, we had to retake the whole exam. Now, if we passed the part, we will be kept, and we will only retake the failed part, so we feel more relaxed. In my opinion, transferring the exam task to the police is completely reasonable, clear, and more transparent.”

Ms. Nguyen Thi Anh Tuyet (30 years old, residing in Do Luong district) also said: “In the morning, I took the simulation test, in the afternoon I started the practical test, then continued with the road test and the theory test. Although I had studied hard, I was still worried before the test because I was afraid that failing would waste all my efforts. When I learned that this time the test had changed, especially the results of the passing test were reserved, I felt more confident to complete the tests and now I have passed. This is a new point that is really useful for candidates like us.”
According to the plan, in May 2025, the Traffic Police Department of the Provincial Police will organize 19 examinations. From May 15 onwards, it is expected that one examination will be held each day. Currently, Nghe An Provincial Police has completed the installation of examination management software transferred by the Traffic Police Department ( Ministry of Public Security ).
