Buôn Mông, Ea Kiết commune, Cư M'gar district, Đắk Lắk province has 125 households, 528 people, all of whom are Hmong people who migrated from the northern provinces to live. Living far from residential areas, many people here are not fluent in the common language, so during the investigation process, if there is no "interpreter" to help, the Investigator will encounter many difficulties due to language differences.
Supporting the professional agency in the investigation of 53 ethnic minorities, Mr. Hoang Van Pao, a prestigious person of Mong village, not only actively propagated and mobilized people to understand the investigation but also stood side by side with the Investigators throughout the investigation process in the village. He directly led the Investigators to each household subject to information collection and "interpreted" to help both sides understand each other to have accurate information.
Mr. Pao shared: Our village is what it is today thanks to the attention of the Party and the State through policies for ethnic minorities. In recent years, the local socio -economic situation has had positive changes, people's lives have basically stabilized. From a village with mostly poor households, now there are only 13 poor households left.
Mong village was selected for 30 sample households. Understanding the significance of the survey, during the entire period of the survey, I, along with the village self-management board, association and union officials, actively promoted the survey. The villagers cooperated very well with the investigators and provided honest information.
To collect the most accurate information, during the investigation, I went with the investigator to each household, and for households that did not understand, I continued to explain in the local language. For households that were not fluent in Mandarin, I “translated” so that both sides could fully understand the meaning in order to collect the correct information. Therefore, the investigation went smoothly; in early August 2024, the investigation in Mong village was completed.
Ea Kiet commune has 13 villages, of which Mong village is a particularly difficult one. Ms. Nguyen Thi Lien, Ea Kiet commune investigator, was assigned to investigate 2 villages, including Mong village, shared: "Mr. Hoang Van Pao is a person that people trust and believe in, so during the investigation process, I asked Mr. Pao for a lot of support. From leading the way, making appointments with people to interview, to translating. Mr. Pao's dedication and enthusiasm helped me complete the investigation task on schedule."
Following the monitoring team of the investigation and collection of socio-economic information of 53 ethnic minorities and the investigators to the people's houses to carry out the task, we saw many difficulties in the process of carrying out the task. Many investigation areas were remote and isolated households, people worked on the fields far away, few people were fluent in the common language... so the investigation was not very favorable. In particular, the investigation of 53 ethnic minorities took place in July and the first half of August, in the middle of the rainy season in the Central Highlands. Without dedicated "locals" and "interpreters", the investigation would be difficult to complete on schedule, as well as the accuracy of the collected information.
Village 1, Vu Bon Commune, Krong Pac District selected 40 households for sample investigation, including the Ho Voi residential cluster with 22 Mong households at the end of the village. The Ho Voi residential cluster is located deep in the forest, far from the center, and transportation is very difficult, especially in the rainy season. The delegation supervising the investigation and collecting information on the socio-economic situation of 53 ethnic minorities and the investigator went to Ho Voi village to carry out the task, and had to rely on a "local" to guide the way.
Rain or shine, the two brothers Vang Mi Giang (born in 1994) in Ho Voi village, Vu Bon commune, Krong Pac district take turns supporting the Investigators to complete their tasks. Vang Mi Giang shared: Migrating here to live, there is no or very little land for production, the lives of the people here are still very difficult. The people just hope that the State understands the real situation and has support policies to help them stabilize their lives. Therefore, when the investigators came, the people were very cooperative and gave honest information.
Vu Bon Commune, Krong Pac District, Dak Lak Province has more than 40 ethnic minorities, the whole commune has 3,960 households, of which 263 households were selected for sample survey. Among them, there are households that live far away, on rainy days, the Enumerators have to walk for nearly an hour to reach the households.
Investigator Bui Duc Hanh, Vu Bon commune, said: The 40 households assigned to the investigation are all ethnic minorities from the North who have migrated to live, including 22 Mong households living at the end of the village. It is very difficult to meet people who work from morning to night, I had to ask for the support of religious group dignitaries, village and hamlet chiefs, and prestigious people to make an appointment to work. Another major difficulty in the investigation process is language, in this residential area, many households are not fluent in Mandarin, therefore, the team of village and hamlet officials, and prestigious people are the most effective interpreters.
The whole Dak Lak province has 606 survey areas, 130 communes are in the survey areas according to Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister approving the List of communes in Region III, Region II, Region I in ethnic minority and mountainous areas for the period 2021 - 2025. To conduct the survey of 53 ethnic minorities, the whole province mobilized a force of 93 Supervisors, 606 Investigators, 130 people as Team Leaders and many prestigious people to participate in supporting...
