The two-tiered local government model (to be implemented from July 1, 2025) is expected to streamline the administrative apparatus, accelerate digital transformation, and improve the effectiveness and efficiency of state management and public service.

Towards that goal, from the very beginning, the Party committees and authorities of many localities in Hanoi have implemented practical solutions, working alongside the people to enter this new phase.

Practical actions for the people

In early August 2025, the Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Linh Nam Ward donated 10 sets of computers, printers, and desks and chairs to residential area Party branches and community digital transformation groups. Immediately after receiving them, the Party branches proactively installed and connected the equipment to the internet, assigned Party members to assist the people, and organized information technology training for officials, Party members, and residents.

Do Thuy Huyen, Secretary of Party Branch 6, Linh Nam Ward, shared: “We installed the equipment at the community cultural center and operated it effectively. The community digital transformation team directly guided residents on how to perform administrative procedures on the National Public Service Portal; submit online marriage and birth registration applications; pay land tax online… It saves time, is convenient and fast, so the residents are very happy.”

According to Deputy Secretary of the Party Committee of Linh Nam Ward, Dang Thi Thanh Binh, after a week of implementing the "45-day campaign to support people in using online public services and digital platforms," ​​ward leaders directly inspected and surveyed the area. The results showed that residential area Party branches actively implemented the campaign, and Party members and the people enthusiastically embraced it. Linh Nam Ward is promoting the "Digital Literacy Campaign," helping people gradually learn, understand, and skillfully use digital platforms to serve their lives and work.

In Vinh Hung ward, a noteworthy innovation is that immediately after the First Party Congress of the ward, for the 2025-2030 term, the ward organized a dialogue conference between the government and the people on urban management. This was the first dialogue conference since the ward began operating under the two-tiered local government model, and it was considered a "conference of trust and hope," because the leaders not only listened but also set specific timelines for resolving issues.

At the conference, after Ms. Trinh Thi Tan (Group 21, Vinh Hung Ward) raised the issue of not having received her land ownership certificate for decades, the Ward Party Secretary Nguyen Duc Dung affirmed: "As the Ward Party Secretary, I commit that by August 2025, the Ward People's Committee will issue the land ownership certificate to your family." This commitment instilled confidence in the sense of responsibility and leadership of a leader who keeps his word, while also affirming the superiority of the two-tiered local government model: close to the people, connected to the people, and all for the people.

According to the People's Committee of Vinh Hung Ward, the procedures for issuing the land ownership certificate to Ms. Trinh Thi Tan's family have been basically completed, ensuring that the ward leaders' "August promise" is fulfilled.

Realizing the goal of universal digital skills.

Besides the positive results, the initial phase of operating the two-tiered local government model also faced difficulties regarding personnel and infrastructure.

According to Nguyen Thi Lieu, Deputy Director of the Hanoi Department of Internal Affairs: Many specialized departments at the commune and ward levels have a very large workload, leading to overload and pressure on department heads and civil servants performing their duties. In reality, at public administrative service points, the demand for document authentication is very high, requiring commune and ward leaders to spend a lot of time signing authentication documents, affecting the progress of other work.

While awaiting resolution from higher authorities, units have proactively applied information technology, promoted digital transformation, and provided software training for officials and civil servants. Simultaneously, a widespread "digital literacy" movement has been launched, encouraging all segments of the population to access technology.

Many innovative approaches have emerged, such as: O Dien commune implementing solutions based on the motto "Hands-on guidance, spreading the digital literacy movement among the people"; Cau Giay ward assigning 100% of residential groups and community digital transformation teams to "go door to door"; Dinh Cong ward mobilizing youth, students, and university students to become the vanguard force, the "digital ambassadors" in the community... These models are realizing the goal of popularizing digital knowledge and skills to every citizen.

The initial results are clear: many citizens have proactively searched for and submitted applications online, reducing in-person transactions and alleviating congestion at the city's Public Administrative Service Center and local public service points. Many units no longer have delayed applications, and the rate of online applications is steadily increasing.

The efforts to overcome difficulties by localities are in line with the spirit that Prime Minister Pham Minh Chinh called for every official, civil servant, and employee in the state administrative system to act decisively; to match words with actions; "not saying no, not saying it's difficult, not saying yes without doing it"; daring to think, daring to act, and daring to take responsibility for the common good... This is the key to ensuring that the two levels of local government operate effectively, are close to the people, and serve the people better and better.
