Ninh Binh resolves difficulties for the parallel road project of Ring Road 5.

The parallel road project to Ring Road 5 is being implemented by Ninh Binh province to attract investment and promote the province's socio-economic development. However, the project's construction progress is currently behind schedule; the main reason being difficulties in securing construction sites.

The Ring Road 5 parallel road project is divided into four component projects; among them, the project to invest in the construction of the parallel road on both sides of Ring Road 5 – Hanoi Capital Region (phase 1), the section from D5 road, Kim Bang district to Tien Tan bridge and one side from Phu Thu intersection to the intersection with the road connecting the two expressways in Binh Luc commune; upgrading the infrastructure and landscape on both sides of the section from DT.498 road to Nhu Hue river dike. Although land clearance started in May 2025, only about 39% of the construction area has been handed over so far, specifically: Kim Bang ward has a total area of ​​130.9 hectares to be acquired, but only 19.3 hectares have been handed over; Nguyen Uy ward has handed over 5.7 hectares out of 20.1 hectares; Le Ho ward has handed over 3.5 hectares out of 14.8 hectares.

Regarding the investment project to build a parallel road and access road on the northern side of Ring Road 5 (section from Binh Luc intersection to intersection with DT.496B), to date, Binh Luc commune has only handed over 5.3 hectares out of the total planned land acquisition area of ​​25.2 hectares; Nam Xang commune has handed over approximately 4 hectares out of a total of 26.4 hectares.

The investment project to construct a parallel road to Ring Road 5 - Hanoi Capital Region (Phase 1), the section from the intersection connecting with National Highway 21B to the intersection with Le Cong Thanh Road (Phase 3) and one side section from Phu Thu intersection to the intersection with the road connecting the two expressways in Binh Luc commune, has been carrying out land clearance since March 2025. To date, only the agricultural land has been cleared, while the entire residential land area has yet to be handed over.

Regarding the investment project to construct the parallel road and northern access road of Ring Road 5 (section from the intersection with DT.496B to the Thai Ha intersection, the intersection of CT.16 and DT.495B), in the former Ha Nam province, the agricultural land has just been cleared, and the bidding process is currently underway to select a unit to relocate the 35kV power lines.

Overcoming difficulties while awaiting land handover, construction units are persistently staying put, immediately deploying construction wherever land is available. Mr. Dang Dinh Duyen, the site manager of package 17 of the project to build the parallel road and northern access road of Ring Road 5, said that the unit is currently deploying construction of the bridge over Chau Giang River and road construction in locations where land is available; at the same time, closely coordinating with the project investor and local authorities to accelerate progress and complete land clearance as soon as possible so that the project can be completed on schedule. However, if land clearance is not completed by June 30, 2026, the project will not be able to ensure the progress.

At the Tien Phong Bridge construction project, following the direction of the Provincial People's Committee, the investor coordinated with the Tien Son Ward People's Committee to disseminate information and mobilize the people in the project area to agree to lend land to create access roads for the construction of bridge abutments and piers while awaiting the handover of the land. In An Mong 1 residential area, four families lent the project more than 300 square meters of residential land to create access roads for bridge construction.

Mr. Tran Van Thach, from An Mong 1 residential group, Tien Son commune, said that recognizing the crucial role of transportation – that roads lead to economic development – ​​his family agreed to allow the construction unit to demolish the fence, cut down fruit trees, and borrow 163 square meters of residential land, hoping that the project would be completed and put into use quickly.

According to Vice Chairman of Ninh Binh Provincial People's Committee Nguyen Cao Son, the component projects of the parallel road project of Ring Road 5 are very important transportation projects, gradually forming transportation routes connecting regions and inter-regions within the province, connecting national highways with expressways CT.01 and CT.16 to industrial zones that have been and are being developed (Dong Van III, Dong Van V, Dong Van VI) and new urban areas, contributing to attracting investment and promoting socio-economic development of Ninh Binh province.

To ensure construction progress and the early completion and commissioning of the project in accordance with the set objectives and requirements, Vice Chairman of the Ninh Binh Provincial People's Committee Nguyen Cao Son requested the investor to conduct a comprehensive review of all project components to continue focusing on implementation or making appropriate adjustments in accordance with the law, ensuring the project's completion schedule; to continue directing contractors and relevant units to focus on mobilizing and prioritizing the allocation of human and material resources to accelerate construction progress at locations where land is available; and to coordinate with relevant units and localities to review locations with remaining land clearance issues and develop implementation plans in accordance with regulations.

The People's Committees of the communes and wards through which the project passes will closely coordinate with the investor during the project implementation, mobilizing people's consent to create access routes for construction at critical points such as bridge abutments and piers, and areas with weak soil along the route while awaiting land handover. Relevant units and localities will strengthen coordination to expedite the implementation of compensation, support, land clearance, and resettlement procedures within their authority, meeting the overall construction schedule of the project. For agricultural land, the People's Committees of the communes and wards are required to complete the handover of all land before March 31, 2026; for residential land, resettlement and the handover of all land in the communes and wards must be completed before June 30, 2026.
