Particularly important political tasks
Since the Prime Minister launched the movement "For the poor - No one is left behind" for the period 2021-2025, the Provincial Party Committee, People's Council, and People's Committee of Ninh Binh province have identified the Program to eliminate temporary and dilapidated houses as a particularly important political task. This awareness has been promptly institutionalized through a series of directives, resolutions, plans, and projects suitable to the practical situation.
The Provincial Steering Committee was established and strengthened, with clear assignment of people and tasks, with a standing agency, supporting agencies and focal officers closely monitoring. During the implementation process, the province issued 526 documents to direct, guide and urge progress, demonstrating the locality's attention, close direction and determination.
Not only stopping at issuing policies, Party committees and authorities at all levels also directly go to the grassroots to inspect, supervise, and remove difficulties for each household. In many communes, cadres are assigned to be in charge of each specific case, even supporting the arrangement of temporary accommodation for single-parent households during the construction of new houses. It is this close and close direction that has helped the program to be implemented methodically and effectively, ensuring progress and quality.
Notably, the implementation process recorded many good models and creative ways, contributing significantly to the overall results of the province, notably: the model "House of solidarity between Catholics and non-Catholics" by the Buddhist Sangha Executive Committee and Priest Bui Van Ke in Quang Lac commune, Nho Quan district (now Yen Son ward); the model "Fund to eliminate temporary and dilapidated houses" by the government and people of Khanh Thuong commune, Yen Mo district (now Yen Thang ward); the model "Mobilizing religious dignitaries and officials to join hands to support the construction of warm houses of solidarity between Catholics and non-Catholics for poor households and households with difficult housing conditions" of the old Yen Khanh district; the movement "House of 2,000 VND" of the Veterans Association of Ninh Binh province.
Along with that, localities have focused on mobilizing the cooperation and contributions of the business community, organizations, individuals, armed forces, union members, youth, and people to participate in the spirit of "whoever has something to contribute, whoever has merits to contribute, whoever has property to contribute, whoever has a lot to contribute a lot, whoever has a little to contribute a little", creating a widespread spread for the program to eliminate temporary and dilapidated houses in the province so that no one is left behind. As of July 26, 2025, the whole province has started construction and repair of houses for 100% of households eligible for support; it is expected to be completed in August 2025, earlier than planned. The program has supported a total of 3,629 households, including 1,778 newly built households and 1,851 repaired households, helping thousands of families have solid roofs, ensuring safety during the rainy and stormy season.
The total implementation cost reached 410,518 billion VND, mobilized from many sources: central budget 3,744 billion VND, saving 5% of regular expenditure 87,354 billion VND, local budget 131,282 billion VND, contributions from households 171,529 billion VND and socialized sources 16,609 billion VND. This is a clear demonstration of the ability to mobilize total resources from the state budget combined with community resources, businesses and people.
In addition, thanks to the participation of the entire political system, localities also mobilized an additional 12,737 working days and many other supporting materials during the implementation process including cement, bricks, stones, sand... contributing to reducing costs and speeding up progress.
Laying the foundation for a new phase
The results of the program not only contribute to eliminating the state of degraded housing, ensuring safety for people, but also directly promote sustainable poverty reduction, improve living conditions, create motivation for people to feel secure in production, and escape poverty. Many families after having new houses have boldly invested in production, livestock, and trading, gradually stabilizing their economy .
More importantly, the success of the program has strengthened people's trust in the Party's leadership and the government's management, demonstrating the effectiveness of mobilizing the entire political system to participate, turning major policies into concrete, practical results for people's lives.
This success has contributed to creating a new spirit and new confidence for the entire Party, government and people of the province in the post-merger development period. It shows that, despite having to adapt to a new management model, all levels and sectors can still synchronously implement major policies, mobilize the combined strength of the entire community and turn seemingly difficult goals into reality.
As planned, at the end of August, Ninh Binh will hold a ceremony to announce the completion of the Program to eliminate temporary and leaky houses in the province. This event once again demonstrates the strength of the two-level local government system. Although it has only been in operation for 2 months, the provincial Party Committees and authorities have not only quickly stabilized their organizations but are also ready to create breakthroughs. This is the foundation for Ninh Binh to enter a new development phase with a confident and proactive mindset, and at the same time is a strong affirmation that the spirit of solidarity, consensus and high political determination will continue to be the "key" for the province to successfully achieve its socio-economic development goals in the coming time.
