Ninh Binh province waives many types of fees and charges to support the development of social housing.

In order to achieve the social housing development target for 2026 and create a foundation for subsequent years, Ninh Binh province is focusing on implementing a comprehensive set of solutions to accelerate the progress of social housing projects throughout the province.

Immediately after the merger, Ninh Binh province established the Provincial Steering Committee for Social Housing Development and implemented housing support policies for eligible individuals in the province; it also issued regulations regarding eligibility for social housing support policies for those who own homes located far from their workplaces. In particular, to attract and encourage investors to build social housing, Ninh Binh province will implement a support mechanism for social housing construction projects in the province in 2026.

Accordingly, the province will subsidize 100% of the fees and charges stipulated by law for: appraisal of planning tasks and projects; appraisal of feasibility studies for construction investment (or economic -technical reports for construction investment); appraisal and approval of designs; appraisal of environmental impact assessment reports or environmental permit appraisal fees. The support mechanism will be implemented according to the principles of ensuring transparency and accountability, with strict inspection and supervision by competent state agencies; state subsidies must not be included in the selling price, rental price, or lease-purchase price of social housing.

According to the Ninh Binh Provincial Department of Construction, by 2025, Ninh Binh province had completed 4,461 housing units, achieving 100% of the target set by the Government . Currently, there are 8 social housing projects under construction in the province; 8 projects are expected to start construction and have units ready for use in 2026. The investors and construction units are accelerating the progress of these projects.

Component Project 18 - social housing, part of the Modern and Innovative Urban Area Project, commenced in March 2025 with an area of ​​8.9 hectares and a total investment of over 2,400 billion VND in Ha Nam ward. The project aims to meet the housing needs of officials, civil servants, and low-income residents; and workers in industrial zones in the area. The project comprises 9 nine-story apartment buildings with 1,800 apartments.

Mr. Trinh Xuan Nam, Director of Ha Nam Sun Joint Stock Company, said that with a proactive and urgent spirit, the project investor has focused on implementing investment and construction procedures according to regulations; the contractor has mobilized advanced and modern construction equipment, arranged sufficient manpower in terms of quantity and quality, overcome all difficulties and devised reasonable construction methods to ensure the progress and quality of the project. To date, the foundation has been completed, the concrete floor of the 4th floor has been poured, and formwork and reinforcement are being fabricated, and concrete is being poured for the columns of the 1st floor of the first building. It is expected that 450 apartments will be completed in 2026.

The social housing and worker housing project in Le Ho Ward, covering over 12 hectares, commenced in April 2025 with a total investment of over 1,000 billion VND. The project includes 587 low-rise social housing units and one 15-story apartment building with 476 apartments. To date, the project has completed the rough construction of 587 low-rise housing units. The project's investor, a joint venture between Flamingo Hai Tien Co., Ltd. and Hong Hac Dai Lai Joint Stock Company, is focusing its resources and striving to complete all low-rise housing units by Q3 2026 and all social housing units and apartments by Q2 2028, ready to serve the housing needs of workers and low-income laborers in the Kim Bang Industrial Park and surrounding areas.

According to Mr. Nguyen Van Luong, Director of the Department of Construction of Ninh Binh province, after reviewing and evaluating the actual progress of each project, Ninh Binh province is expected to complete approximately 6,053 social housing units in 2026. With this result, Ninh Binh province will basically meet the requirements and is likely to achieve the social housing development target assigned by the Prime Minister, making a significant contribution to ensuring social security and meeting the housing needs of policy beneficiaries, low-income earners, and workers in the province.

According to Resolution No. 07/NQ-CP dated January 12, 2026, of the Government on assigning targets for social housing development to localities for the period 2026-2030, Ninh Binh province is assigned a target of completing 24,336 units in the period 2025-2030, with specific annual targets: 6,000 units in 2026, 3,900 units in 2027, 3,050 units in 2028, 3,300 units in 2029, and 3,600 units in 2030. To achieve the assigned target, the Department of Construction is advising and submitting to the Provincial People's Committee a plan for social housing development in Ninh Binh province for the period 2026-2030 as a basis for implementation.
