Previously, after every heavy rain, residents in some areas of Ninh Giang town suffered from flooding. Water overflowed from the streets into people's homes, with low-lying areas experiencing water levels as high as 50-70 cm. Sometimes, the floodwaters would take several days to recede, and drainage systems would become clogged. To cope with the flooding, some households would build temporary barriers at their doorways and bail water out, while others would elevate their belongings. Transportation was also difficult for residents as many motorbikes and cars stalled due to water ingress.

As one of the residential areas that frequently experienced flooding during heavy rains, Ms. Phan Thi Lan, Party Secretary and Head of Residential Area 1, Ninh Giang town, said that before urban renovation, the drainage system in Ninh Giang town was old and low, resulting in relatively poor drainage. Roads such as Nguyen Thai Hoc, Mac Thi Buoi, Vo Thi Sau, Tran Hung Dao, and Nguyen Cong Tru... all used to be flooded.

“Since Ninh Giang town underwent urban renovation, no roads have been flooded after so many rainstorms. Especially the heavy rain last month; if it had happened before, our residential area would certainly have been flooded. Thanks to the urban renovation, we now have wide, beautiful roads, spacious sidewalks, and an improved drainage system. We are very pleased,” said Mrs. Lan.

The intersection of Ninh Tinh and Ninh Hoa roads used to be frequently flooded during heavy rains. Now, the area has been renovated to be larger and more attractive, and no longer floods after heavy rains.

From 2021 to the present, the Ninh Giang town urban renovation project has been implemented with a total investment of over 95.6 billion VND, divided into 3 phases. Phase 1 involved the renovation of Nguyen Luong Bang and Hong Chau roads with a total length of 1.2 km. Phase 2 involved the renovation of roads and public works with a total length of approximately 2.4 km, including the connecting section of Nguyen Luong Bang and Tran Hung Dao roads, the road near the District Party Committee and District People's Committee, Ninh Thai road, Sao culvert, etc. Phase 3 involved the renovation of Ninh Tinh, Ninh Thinh, Ninh Lang, Ninh Hoa, Nguyen Cong Tru, Le Thanh Nghi, Le Hong Phong, Mac Thi Buoi, Vo Thi Sau roads, etc., with a total length of approximately 3.44 km.

The investment content and scale for each phase include renovating the road surface, expanding sidewalks, paving sidewalks with tiles, adding new drainage pipes, renovating the existing drainage system and related technical infrastructure... Renovating old flower gardens into new flower gardens, incorporating walking paths, outdoor sports and exercise areas, and recreational spaces for residents in the area...

According to the Ninh Giang District Investment and Construction Project Management Board, previously, most of the roadside drainage systems consisted of brick-built ditches with covers located on the sidewalks. The quality of these old ditches had deteriorated in many sections, with broken walls, cracked covers, and accumulated mud and debris, making them difficult to clean. The outlets of the culverts were small, and the channels shallow, leading to flooding in some areas during heavy rains.

Based on a thorough study of the town's drainage system, the design unit developed a suitable drainage plan. The unit identified the crucial role of the extended Dai Phu Giang canal (running along the extended Provincial Road 396), the canal along Thanh Nien Road, Cong Sao 1 and 2 canals, and several old canals bordering Tan Huong and Vinh Hoa communes in urban drainage. However, these canals are heavily silted and covered with weeds; most have not had their banks reinforced or the roads along both sides paved. Many sections are close to residential land, making encroachment a likely problem. Therefore, the design unit developed a plan to maintain the stability of the existing flow, improve and straighten the canals while reinforcing the canal beds, calculate the specific irrigation and drainage flow required for each area, and clear the corridors along both sides of the canals.

The general principle is that drainage ditches collect water, then flow into branch sewers, then into the main sewer, and finally to the discharge outlet. The drainage system is positioned along the sidewalks of traffic routes, making management easier and reducing costs. Drainage water is distributed to multiple existing discharge points to reduce the length and width of the drainage system. The division of drainage basins and the construction of the drainage system are calculated according to each specific road and street, prioritizing the natural slope of the terrain to discharge water into nearby irrigation canals.

This drainage solution has proven effective. After investing in underground sewer systems on main streets and frequently flooded streets, and investing in the renovation and dredging of existing drainage ditches, the drainage system has been synchronized, improving the area's drainage capacity and resolving the flooding problem on some streets during the rainy season.
