Efforts to reduce poverty in ethnic minority areas

In recent years, Lak district has focused on effectively implementing many poverty reduction support policies, contributing to improving people's lives, especially in ethnic minority areas.

By the end of 2024, the district's poverty rate will decrease by 3.32% to 3,405 households (accounting for 17.63% of the total number of households); near-poor households will decrease by 1.75% to 2,900 households (accounting for 15.02%). In the ethnic minority area alone, the poverty reduction rate will reach 6.46%.

Lak district currently has a population of more than 81,000, of which ethnic minorities account for more than 65%. Although it is no longer on the list of poor districts, the lives of the people, especially ethnic minorities, still face many difficulties.

In order to create conditions for poor households to settle down and feel secure in doing business and developing the economy , the District People's Committee has actively and effectively implemented housing support programs, gradually eliminating temporary and dilapidated houses in the area. In the first 6 months of 2025, the entire district supported the construction and repair of 468 new houses, helping households feel secure in stabilizing their lives.

Dak Phoi commune government (Lak district) presented a Gratitude house to a poor household in Tlong village.

Ms. H'Nan Rơ Yan (born in 1990, Chieng Kao hamlet, Dak Phoi commune) is one of the first 25 households to be handed over a new house under the Project to eliminate temporary and dilapidated houses in the locality in 2025. Previously, her family of 4 had to live in a dilapidated wooden house, which greatly affected their daily life. Having received support to build a house, she emotionally shared: "The State has helped my family have a solid roof to live in. I am very grateful and will try to work hard to escape poverty."

Along with housing support, Lak district has implemented many policies to support the conversion of crop and livestock structures, provide training in production techniques, and provide guidance on accessing preferential capital sources, helping people develop their economy.

A typical example is the family of Ms. H'Pong Bkrong (born in 1985, Ji Juk hamlet, Dak Phoi commune) due to having little land for production and 6 children of school age, for many years her family has always been among the poor households in the commune. In 2022, she was supported by the Dak Phoi Commune Farmers' Association to borrow 50 million VND from the Transaction Office of the Social Policy Bank of Lak district to invest in taking care of 4 sao of coffee.

In 2023, the family was given another breeding cow to develop production. Thanks to these timely support policies, by the end of 2024, her family had stabilized their lives and for the first time escaped the commune's list of poor households.

Thanks to being provided with breeding cows, the family of Y Yang Lieng Hot (Pai ar village, Dak Phoi commune, Lak district) has had an additional source of income from livestock farming.

Identifying livelihood security as a long-term solution in poverty reduction, Lak district has promoted programs to support seedlings, livestock, and provide technical guidance on production for people. According to Ms. H'Uyn Lieng Hot, an officer in charge of labor, war invalids and social affairs in Dak Phoi commune, the whole commune currently has 271 ethnic minority households with little land for production and unstable income. To help people develop the economy, the commune has mobilized many resources to support fruit tree varieties, chickens, cows and created conditions for these households to access preferential loans. In addition, mass organizations coordinate with the self-management boards of villages and hamlets to regularly organize activities in the area to propagate, guide effective practices and promptly commend good production households to replicate the model.

In the first 6 months of 2025 alone, the district implemented 67 production development projects, with a total investment of more than 32 billion VND, supporting 1,736 ethnic minority households. In addition, 6,749 households received loans, with a total amount of over 349 billion VND from preferential credit programs to invest in production and increase income.

Mr. Dang Xuan Kien, Head of the Department of Ethnic Minorities and Religions of Lak district, said that in recent years, poverty reduction work in the district has achieved many positive results. However, there are still many households that have just escaped poverty but lack production resources, and are at high risk of falling back into poverty. In the coming time, the district will continue to focus on investing in production support, vocational training, and creating sustainable livelihoods for people in ethnic minority areas.
