Say 'no' to illegal tutoring.

Although students are eligible for extra tutoring within the school system, the organization of final exam preparation courses for 9th and 12th graders in many schools is currently suspended pending guidance from relevant authorities. The issue of funding for these courses is also being considered by many localities, who are proposing solutions.

Teachers are encouraged to volunteer to teach exam preparation classes.

The Director of the Department of Education and Training of Nam Dinh province has issued a document requesting units and schools to adjust the supplementary teaching and learning plans that were developed at the beginning of the 2024-2025 school year; and to organize effective review sessions for the high school graduation exam and the 10th grade entrance exam in 2025. Specifically, it emphasizes differentiating students based on their abilities; prioritizing the assignment of teachers to guide and assist students with unsatisfactory or satisfactory academic results; and providing guidance for students with good or excellent results to self-study. Teachers should be assigned to teach the maximum number of teaching hours. Priority should be given to assigning highly capable teachers, limiting the assignment of these teachers to other additional duties. Teachers should be encouraged to volunteer for exam preparation. The document also calls for the timely identification, commendation, and promotion of exemplary individuals and groups who are dedicated, passionate, and wholeheartedly committed to their students.

However, some argue that if teachers are only assigned the responsibility of tutoring without a clear compensation system, they will face significant pressure, easily leading to discouragement and hindering effectiveness. Recently, the Thanh Hoa Department of Education and Training requested educational institutions to proactively and promptly adjust their school teaching plans; tutoring plans; and plans for preparing students for gifted student competitions, high school graduation exams, and entrance exams to grade 10, which were developed at the beginning of the 2024-2025 school year. They are also required to allocate funds for tutoring within schools from the budget already allocated to units in 2025; and to develop internal spending regulations, including provisions on the expenditure for organizing tutoring. Simultaneously, they are to improve the quality of regular classroom teaching, guide and supervise students' self-study to achieve effectiveness, and encourage students to conduct independent research through software, video lectures, and review websites.

Similarly, the Hanoi Department of Education and Training has requested local authorities to issue resolutions providing financial support for tutoring and exam preparation for groups of students under the school's responsibility.

Previously, Mr. Ho Tan Minh, Chief of the Office of the Ho Chi Minh City Department of Education and Training, stated that a directive from the Ministry of Education and Training would soon be issued to local authorities regarding the implementation of the Ministry's official document. Depending on their circumstances, local authorities may provide financial support to teachers to conduct review sessions for graduating students and provide remedial instruction for students who have not achieved satisfactory results.

With Circular 29 coming into effect as entrance exams approach, parents and students are worried. Providing financial support for teachers to tutor and review for students is seen as a reasonable solution that needs to be implemented soon so that schools can proactively assign teachers to focus on teaching.

5 solutions for effectively implementing Circular 29

To effectively manage extracurricular tutoring, the education sector has been implementing various solutions such as issuing specific regulations to manage this, improving the capacity and teaching methods of teachers, and the responsibility of educators; promoting students' self-learning abilities; reforming assessment methods (assessments and entrance exams must be consistent with the content and requirements of the 2018 General Education Program; no questions should be outside the curriculum to ensure students follow the curriculum and can pass exams and entrance exams without needing extra tutoring); and strengthening the articulation between general education and higher education.

Regarding solutions for improving school infrastructure, the Ministry of Education and Training directs that there should be enough schools to ensure equal opportunities for students to access education; and to increase the number of schools and classes offering two sessions per day. At the same time, it emphasizes strengthening inspection and supervision by state management agencies at both the central and local levels regarding compliance with regulations on managing extracurricular tutoring; and increasing parental and societal oversight of this activity.

Regarding communication, the education sector is strengthening information and propaganda efforts to raise teachers' self-respect and encourage them to say "no" to unauthorized tutoring; and mobilizing parents to agree with and support solutions for managing tutoring activities to ensure the rights and comprehensive development of students.

Furthermore, to ensure the well-being of teachers, the Ministry of Education and Training has provided and continues to provide advice on policies for teachers, including the draft Law on Teachers, which, if passed by the National Assembly in the near future, will also bring about positive policies to benefit teachers.
