“Bright spot” in attracting investment
According to information from the Hai Phong Economic Zone Management Board, to date, Dinh Vu - Cat Hai Economic Zone (EZ) is the first and only EZ in Hai Phong City. In addition, Hai Phong is researching and proposing to establish a Southern EZ with an area of about 20,000 hectares.
Dinh Vu - Cat Hai Economic Zone was established in January 2008 with an area of over 22,500 hectares spread across 4 localities of Hai Phong City, including: Thuy Nguyen district, An Duong district, Cat Hai district and Hai An district.
To date, there are a total of 8 industrial parks (IPs) located in Dinh Vu - Cat Hai Economic Zone. Of these, 2 IPs with large sea encroachment areas are Nam Dinh Vu IP and DEEP C IP.
Nam Dinh Vu Industrial Park is located in Dinh Vu - Cat Hai Economic Zone in Hai An District, Hai Phong City, with a phase 1 occupancy rate of over 90%.
Nam Dinh Vu Industrial Park is located in the center of Dinh Vu - Cat Hai Economic Zone, in Hai An District, Hai Phong City. Nam Dinh Vu Industrial Park was established in 2009 with an area of 1,329.1 hectares invested by Sao Do Group. Nearly 100% of Nam Dinh Vu Industrial Park's area is reclaimed from the sea.
According to information from Sao Do Group, up to now, the unit has completed phase 1 with an area of 370 hectares, the occupancy rate reached over 90%. Currently, Sao Do Group is continuing to complete phase 2 of Nam Dinh Vu Industrial Park, calling for investment on an area of over 960 hectares.
DEEP C Industrial Park (DEEP C2A) in Hai An district, Hai Phong city, has an occupancy rate of over 95%.
Right next to Nam Dinh Vu Industrial Park is DEEP C Industrial Park (DEEP C2A), also established in 2009 with an area of 513.4 hectares. According to local people, previously, the entire DEEP C Industrial Park was a wild swamp in Hai An District, Hai Phong City. After the establishment of the Industrial Park, the face of this place changed completely with million-dollar factories springing up one after another.
In addition to the above-mentioned DEEP C2A Industrial Park, in Dinh Vu - Cat Hai Economic Zone, there are 2 DEEP C Industrial Parks established later, including: DEEP C2B and DEEP C3. Of which, DEEP C2B was established in 2011 with an area of 132.7 hectares. DEEP C3 was established in 2014 with an area of 526.81 hectares.
Up to now, together with Nam Dinh Vu Industrial Park, the complex of 3 industrial parks named DEEP C with a total area of nearly 1,200 hectares has become a bright spot attracting investment in Hai Phong City. In particular, DEEP C2A Industrial Park has an occupancy rate of over 95%, attracting more than 140 secondary investment projects with an estimated investment capital of over 4 billion USD, creating jobs for more than 30,000 local workers.
Dragon Hill International Tourist Area is located in Van Huong ward, Do Son district, Hai Phong city.
In addition to the above-mentioned sea encroachment industrial parks, in Hai Phong City there is another large-scale sea encroachment project, the Dragon Hill International Tourist Area Project located in Van Huong Ward, Do Son District. The project has a total area of about 480 hectares with a total estimated investment of about 25,000 billion VND.
Up to now, some items of the Dragon Hill International Tourist Area Project have been put into operation and testing, such as: 27-hole golf course, saltwater swimming pool, resort - hotel, water park.
Many unfinished projects
Among these projects, we can mention the Hon Dau High-class Tourist - Resort Project invested by Him Lam Joint Stock Company. The project covers an area of 100 hectares in Do Son District, Hai Phong City with a total investment of about 5,000 billion VND.
The project is expected to make Do Son tourist area more attractive to tourists with 2 components: Hon Dau high-class tourist - resort area located in Hon Dau island area and Hon Dau high-class tourist - resort logistics area in Vung Xec area. The project is developed on the basis of reclaiming the sea with a cable car connecting the mainland (from Vung Xec area) to Hon Dau island about 2 km long.
However, after starting construction on May 7, 2016, most of the items of the Hon Dau Luxury Resort Project are still only on paper.
Dau Island is located in Do Son district, Hai Phong city.
Also in Do Son District, Hai Phong City, there is another unfinished sea encroachment project, the Hoa Phuong Artificial Island Project, invested by Daso Group. The project has a total area of 63 hectares, planned and designed into a luxury resort complex with an international 5-star hotel and hundreds of villas for sale.
In 2003, according to the planning of Hai Phong City People's Committee, Daso Group started to carry out the work of pouring sand and leveling the sea to create an area to create an artificial island in the shape of a 5-petal lotus located on Van Huong Bay.
By 2010, the Hoa Phuong artificial island had taken shape. After Daso Group held a signing ceremony to exploit Hoa Phuong island with many international partners and announced the opening of real estate sales, from 2014 until now, the project has been completely "shelved".
Cat Ba Central Bay in Cat Ba town, Cat Hai district, Hai Phong city is waiting for a tourism, service and commercial project.
In addition to the unfinished sea encroachment projects mentioned above, the Cat Ba Central Bay Tourism, Service and Commercial Area Project in Cat Hai District, Hai Phong City, although not yet implemented, has also attracted the attention of public opinion and investors.
In the summer of 2022, following the direction of the People's Committee of Hai Phong City, the People's Committee of Cat Hai district relocated a series of floating restaurants and ships anchored at Cat Ba fishing port on Cat Ba central bay to other places to pave the way for bidding for the Project.
After two unsuccessful bids, in mid-November 2023, the People's Committee of Hai Phong City directed relevant authorities to continue the third auction. If the project is implemented, the beautiful and poetic central bay area of Cat Ba will give way to a tourist, service and commercial area .
