At around 4:30 p.m., heavy rain caused many central streets in Bien Hoa City to be deeply flooded. At the Dong Khoi Street section crossing Bui Trong Nghia Street, over 200 meters long, water flowed from the alleys of Trang Dai and Tan Phong wards to the city center.
Local residents said that the water used to flow into the stream. However, the stream's area has shrunk due to encroachment by local residents. When it rains, the water cannot drain and overflows onto the streets and alleys. "The water from above flows rapidly, causing many vehicles to fall over," said Mr. Lan, a resident on Dong Khoi Street.

Meanwhile, the water level was more than half a meter deep, causing many vehicles to stall and have to be pushed through the flooded road. It rained at the end of the working day, causing some local traffic jams. By 7 p.m., traffic in the area returned to normal.
According to the People's Committee of Bien Hoa City, to completely resolve the flooding problem at Trang Dai intersection, the city has started a drainage project with a total cost of 23 billion VND, expected to be completed by the end of this year.
Over the past few days, under the influence of the southwest monsoon, thunderstorms have often occurred in the Dong Nai area in the late afternoon. In Bien Hoa, the rain lasted for a short time but the large amount of water caused flooding on some low-lying roads.
