Leveraging preferential capital

The preferential credit policy from Project 1902 of the Lam Dong Provincial People's Committee on "Credit Policy for Youth Entrepreneurship in Lam Dong Province" is opening up a practical path for young people in their journey to establish themselves and their careers in their hometowns. Beyond providing financial support, the project also inspires innovation, creativity, and commitment to modern agriculture and model new rural areas, where young people are the central force creating positive changes at the grassroots level.

Activities to support young people in accessing preferential capital sources.

Ms. Bui Thi Phuong Thao, a young member of the Youth Union in Ka Do commune, is one of the typical cases who accessed capital from Project 1902. In 2024, she received 200 million VND from the Don Duong branch of the Social Policy Bank to invest in high-tech vegetable production. On an area of ​​4 sao (approximately 0.4 hectares) of land, she switched from outdoor production to growing vegetables in greenhouses, applying a smart irrigation system to save water and increase productivity. “Previously, growing outdoors, the income was only about 30-40 million VND per crop. Now, producing in greenhouses, the vegetables are beautiful, sell at a good price, and after deducting expenses, the profit per crop is about 80-90 million VND,” Ms. Thao shared.

From a purely agricultural household, Mr. Nguyen Huu Nghia, residing in Don Duong commune, boldly shifted to dairy farming after participating in technical training courses. In 2015, thanks to connections from the Youth Union, he received support in the form of a loan from the Social Policy Bank to invest in a closed-system barn, a grass chopper, a milking machine, and to plant 1.1 hectares of grass and corn as feed for his herd. Currently, with a scale of 20 cows and a milk production of about 4,000 liters per month, his family earns about 300 million VND per year after deducting expenses. Mr. Nghia said that the key factor when starting is perseverance, especially in caring for the health of the livestock, and always being willing to share experiences with like-minded people.

Also in Don Duong commune, Mr. Dang Phuoc Vi effectively utilized loan capital to implement a model of growing tomatoes in greenhouses. With a loan of 200 million VND from the Don Duong branch of the Social Policy Bank, Mr. Vi invested in 1,000 m² of greenhouse area and an automatic irrigation system, with a total investment of 400 million VND. The first tomato crop yielded a profit of approximately 100 million VND, opening up prospects for expanding the model in the future. He affirmed: "With the support of capital and technology, young people can absolutely engage in agriculture in a more proactive, efficient, and sustainable way."

Along with supporting specific models, local Youth Union organizations have implemented many synchronized solutions to improve the efficiency of using startup capital. At the beginning of 2024, a savings and loan group was established in Don Duong commune with 16 members who are Youth Union members and young people. The total initial disbursed capital reached 890 million VND, invested in beef cattle farming and high-tech vegetable and flower cultivation models. This is considered a suitable direction for the production conditions of ethnic minority communities. Simultaneously, specialized training sessions on entrepreneurship and digital transformation in agriculture attracted nearly 100 Youth Union members, helping them access new knowledge and shape a modern production mindset.

In addition, the support network has been strengthened through meetings between young people and government leaders, facilitating exchange and resolving difficulties in accessing policies. Career counseling, guidance, job placement, and vocational training conferences are widely organized, creating more career options for local youth.

According to statistics, as of mid-2025, the Don Duong Branch of the Vietnam Social Policy Bank had disbursed capital to 9 young people under Project 1902 with a total outstanding loan of over 1.8 billion VND. Mr. Nguyen Tien Dung - Deputy Director of the Don Duong Branch of the Vietnam Social Policy Bank, assessed: “Through the youth startup capital program, all models have shown clear effectiveness. We will continue to support and create the best conditions for young people to access capital, contributing to the development of the local economy .”

Models like those of Ms. Thao, Mr. Nghia, and Mr. Vi are not only vivid examples demonstrating the clear effectiveness of Project 1902, but also affirm the inherent strength and aspirations of rural youth. When the right policies are implemented correctly, the dream of doing business right in their hometowns is gradually becoming a reality in many areas of Lam Dong province.
