Bringing banks to the villages.
At the Phu An transaction point in Huong Hiep commune on April 23, 2026, Mr. Ho Van Trai, from Xa Vi village, received a loan of 100 million VND from a credit officer of the Dakrong branch of the Vietnam Bank for Social Policies (VBSP) under the loan program for production and business households in disadvantaged areas. Mr. Trai said that his family will invest this loan in forest planting combined with cattle farming. He was very pleased and satisfied after participating in the transaction because he received attentive and thorough guidance from the bank officers, and the disbursement procedures were quick and convenient, saving him time and travel costs.
Along with the Phu An transaction point, the Dakrong branch of the Vietnam Bank for Social Policies is maintaining the effective operation of 12 commune transaction points, serving people in 78 villages and hamlets in 5 communes in mountainous areas, ethnic minority regions, and border areas, including Huong Hiep, Dakrong, Ta Rut, La Lay, and Ba Long.

According to Ngo Van Bao, Director of the Dakrong Branch of the Vietnam Bank for Social Policies (VBSP), the unit's service area is large, transportation is difficult, the population is scattered, and the percentage of poor households and ethnic minority households is high. In addition, staff at some savings and loan groups and grassroots associations and organizations have limited skills in applying information technology and managing loan capital, which affects the quality of social policy credit activities in the area.
Following the implementation of the two-tiered local government model, the unit proactively advised the Party committees and local governments of the communes to issue numerous directives, arrange transaction locations, and streamline entrusted activities. As a result, localities were able to promptly arrange facilities and convenient transaction locations, while also supporting the maintenance of security, order, and the safety of property and people throughout the transaction sessions.
Chairman of Huong Hiep Commune People's Committee, Nguyen Van Dat, added: “The commune's transaction point, where banking operations are carried out directly in the locality, makes it easy for people to borrow capital, repay debts, deposit money… as well as receive information about preferential credit policies of the State, which is very practical for people in remote areas. This model also creates favorable conditions for the local government to participate in managing, inspecting, and supervising preferential loan capital to ensure transparency and openness.”
Improving the quality of community transaction points.
At the commune-level transaction points, the commune-level Board of Directors of the Vietnam Bank for Social Policies, bank staff, entrusted associations and organizations, savings and loan groups, etc., also hold briefing meetings. The purpose is to evaluate results, resolve difficulties and shortcomings, and learn from experience in disbursement, debt collection, and interest collection; and at the same time propose solutions for implementing appropriate and effective programs in the locality.
Ms. Nguyen Thi Sen, Head of the Savings and Credit Group in Hamlet 10, Phong Nha Commune, shared: “The commune-level transaction sessions also serve as briefing meetings. Here, not only do the Social Policy Bank officials disseminate new policies and guidelines to local officials, but it's also an opportunity for members of the Savings and Credit Groups to report local issues to the bank. Any difficulties or problems are addressed and resolved immediately. Thanks to this, the group's operations are becoming increasingly effective, with no overdue debts or outstanding interest.”
After nearly a year of implementing the two-tiered local government model, the operation of commune-level transaction points has received increasing attention and focus on quality. To facilitate access for the people, the Provincial Branch of the Vietnam Bank for Social Policies (VBSP) has directed its branches to set up 72 transaction points at the new commune People's Committee headquarters; 74 transaction points at the old commune People's Committee headquarters; and 118 transaction points located at village cultural centers and cooperatives. All units have renovated and repaired 100% of their signage and information boards on preferential credit policies to promptly update information on policy credit activities in the area; and have deployed personnel to ensure security and safety of people and property at transaction sessions.
Mr. Phan Chi Tam, Deputy Director of the Provincial Branch of the Vietnam Bank for Social Policies, stated: "Commune-level transaction activities continue to be implemented seriously and maintained effectively, safely, and systematically, in line with the spirit of 'home service, disbursement, and debt collection at the commune level.' The quality and efficiency of work at commune-level transaction points are constantly improving, transaction time at the commune level is shortened, and absolute safety of people and property is always ensured. The branch will direct its sub-branches to continue reviewing and evaluating the effectiveness of each commune-level transaction point after the merger to promptly propose adjustments and additions to solutions suitable to the actual conditions of each locality, contributing to improving the quality of service and the effectiveness of policy credit activities in the area."
