QTO - On Monday morning, Ms. Nguyen Thi Hong Lieu, residing in residential group 4, Dong Thuan ward, visited the ward's Public Administrative Service Center to complete procedures related to land and property. Like other citizens, Ms. Lieu received assistance from ward officials in completing her digital application and was guided on installing and integrating various utilities such as the QuangTri-S application and health insurance on VneID. This is one of the flexible approaches in implementing digital transformation in Dong Thuan ward.

Decisive leadership, effective implementation.

Implementing Resolution No. 57-NQ/TW of the Politburo and Resolution No. 71/NQ-CP of the Government on breakthroughs in national science, technology, innovation, and digital transformation, with the decisive involvement of the entire political system, the ward's "Indicators for serving citizens and businesses in carrying out administrative procedures and providing public services on the National Public Service Portal" reached 96.41%, ranking 4th out of 78 communes, wards, and special zones in the province.

Accordingly, regarding the development of digital government, the rate of online public service applications reached 93.86%; online payment for applications with fees reached 88.1%; and the digitization of administrative procedure documents and results reached 99.59%. For the digital economy and digital society, over 56% of small and medium-sized enterprises in the area use digital platforms; over 78% of businesses implement electronic invoices; and over 30% of social welfare beneficiaries and retirees, and 56.8% of people with meritorious service, receive payments through bank accounts.

Project 06 continues to be promoted, with 27,730 people (out of a total of 28,575 cases) aged 14 years old being issued identity cards, achieving a rate of 97%, including 24,209 level 2 electronic identification accounts activated, reaching 85%; 593 out of 655 businesses and cooperatives registered for electronic identification accounts, accounting for 90.5%...

In the first six months of 2026, Dong Thuan ward received 2,378 online applications, processed 2,368 applications, achieving 99.57%; the results of digitized administrative procedures included 2,351/2,358 applications, reaching 99.70%; electronic administrative procedures included 2,237/2,244 applications, reaching 99.69%; and online payment of fees and charges for administrative procedures amounted to 2,079/2,105 applications, reaching 98.76%. Three indicators – the percentage of administrative procedures under its jurisdiction that were reviewed, updated, publicly disclosed, and supplemented promptly according to regulations; the percentage of online public services across all eligible administrative procedures; and the percentage of administrative procedure applications received and processed online – all met the targets set for the whole year 2026.

In the field of digital economy and digital society: 25,528 out of 28,575 people of eligible age have electronic identity verification accounts (VNeID), reaching 89.3%; 24,346 out of 28,575 citizens aged 14 and above have activated level 2 electronic identity verification accounts, reaching 85.2%; 595 out of 637 businesses, cooperatives, agencies, and organizations have registered electronic identity verification accounts, reaching 93%; the school system has implemented industry databases, electronic student records, and school management software, reaching 100%.

Promoting digital transformation from the grassroots level.

Mr. Nguyen Huu Dac, Chairman of the People's Committee of Dong Thuan Ward, said: The Party Committee and People's Committee of the ward are stepping up propaganda and mobilization efforts to encourage officials, civil servants, Party members, and the people to actively participate in the "Digital Literacy Movement," installing and encouraging family members and the community to install and use digital technology platforms and applications such as VNeID, VssID, QuangTri-S, etc.

In addition to strengthening the Steering Committee for Science and Technology Development, Innovation, Digital Transformation, and Project 06 of the ward, and enhancing the role and responsibility of the heads of departments and units such as the Police, Military, Culture-Social Affairs, Economy-Infrastructure and Urban Planning, Public Administrative Service Center, General Service Center, health station, schools, etc., the establishment of digital technology teams down to the residential area level has promoted a widespread digital transformation movement.

“The entire ward has established 31 digital technology teams, actively promoting support for people to integrate health insurance and social security accounts into VNeID, install the QuangTri-S application... becoming an extension of the government and socio-political organizations in supporting people to install and integrate digital wallets and implement digital skills. Especially recently, the digital technology teams have supported the installation of the QuangTri-S application for over 1,100 accounts, bringing the total number of QuangTri-S accounts in the ward to 2,570,” Mr. Nguyen Huu Dac added.
