As a mountainous district with complex and fragmented terrain, Yen Lap frequently experiences extreme weather events leading to dangerous natural disasters such as landslides, flash floods, and rockfalls. Therefore, Yen Lap always prioritizes planning, arrangement, and stabilization of the population. Project 2 of the National Target Program for socio-economic development in ethnic minority and mountainous areas has provided additional resources for the district to effectively implement this work.

Stabilizing the lives of ethnic minorities in disaster-stricken areas. Construction of transportation infrastructure at the resettlement area in Luong Son commune has created conditions for 20 households of the Muong and Dao ethnic minorities in the commune, who were affected by natural disasters, to stabilize their lives.

Comrade Nguyen Thanh Trung - Vice Chairman of the People's Committee of Yen Lap district shared: Over 80% of the population in Yen Lap district are ethnic minorities, mainly living in remote, mountainous, and particularly difficult areas. Therefore, Project 2 on planning, arranging, and stabilizing the population in necessary areas under the National Target Program for socio-economic development in ethnic minority and mountainous regions is very important in stabilizing the lives of the people.

Project 2 aims to facilitate the stable resettlement of households through concentrated resettlement, mixed resettlement, or on-site stabilization according to the plan. Accordingly, the beneficiaries of the project include: ethnic minority households still practicing nomadic farming; households and individuals who have migrated freely to particularly difficult communes and villages; households and individuals living in particularly difficult areas, areas frequently affected by natural disasters or at risk of natural disasters, requiring stable resettlement; households and individuals who voluntarily move to live in planned resettlement areas according to the State's plan; and particularly difficult communes and villages in ethnic minority and mountainous regions...

With its broad target group and diverse support content, the project for planning, arranging, and stabilizing the population in necessary areas under the National Target Program for socio-economic development in ethnic minority and mountainous regions is of great significance, contributing to the stability and prosperity of the people. Mr. Bui Xuan Tien, Director of the Investment and Construction Project Management Board of Yen Lap District, stated: For Yen Lap District, due to its complex and fragmented terrain, frequent extreme weather events leading to dangerous natural disasters such as landslides, flash floods, and rockfalls; and the high percentage of ethnic minority households classified as poor or near-poor, the implementation of this program becomes even more meaningful and urgent.

Implementing Project 2 on planning, arranging, and stabilizing the population in necessary areas, from 2021 to the present, Yen Lap has been allocated over 27 billion VND to support investment in population stabilization projects, prioritizing implementation in difficult areas and urgent areas at risk of landslides and affected by natural disasters. Specifically, the project for the resettlement of the population in Luong Son commune has a total infrastructure construction area of ​​22,155.4 m2; sufficient to accommodate 20 households with approximately 400 m2/plot and essential infrastructure. The project for the resettlement of the population in My Luong commune has an area of ​​24,321.8 m2; sufficient to accommodate 31 households with approximately 400 m2/plot and essential infrastructure.

To date, the resettlement project in My Luong commune has completed the earthworks, drainage ditch construction, road paving, and power pole erection. The construction unit is currently installing power lines, building road shoulders, and has assembled 30 D1000 pipe sections (2 meters long) to serve the second phase of drainage ditch construction. The resettlement project in Luong Son commune has completed earthworks, road construction, drainage systems, and low-voltage electricity, and is awaiting the results of the final inspection and acceptance before being put into use.

Comrade Nguyen Van Xuan - Chairman of the People's Committee of Luong Son commune, said: As a mountainous commune facing many difficulties, in recent years, due to the impact of climate change, many landslide-prone areas have appeared in the commune. Therefore, when implementing the construction of the concentrated residential area, the commune closely coordinated with the district to do a good job of disseminating information and mobilizing people to quickly carry out land clearance. The project started in early 2024 and has now been basically completed. The locality has organized meetings with residential areas, reviewed households located in landslide-prone areas and at risk of landslides, and coordinated with the Land Registration Office and the Department of Natural Resources and Environment of the district to carry out procedures for changing land use purposes as a basis for allocating land to eligible individuals. For mountainous localities with a large ethnic minority population and frequent natural disasters like Luong Son, timely planning, arrangement, and stabilization of the population as described above is extremely important. It creates conditions for households to have stable housing, minimizes damage from natural disasters, eliminates the practice of free-moving, nomadic farming, creates jobs, and contributes to sustainable poverty reduction for the people.
