Previously, in late July 2023, when considering disciplinary action against the Standing Committee of the Thanh Hoa Provincial Party Committee for the 2010-2020 terms and former leading officials of Thanh Hoa province at the request of the Central Inspection Committee , the Politburo decided to propose to the Central Committee of the Party to consider and impose disciplinary action against Mr. Trinh Van Chien, former Secretary of the Thanh Hoa Provincial Party Committee for the 2015-2020 term.

According to the Politburo, the Standing Committee of the Thanh Hoa Provincial Party Committee for the terms 2010-2015 and 2015-2020 violated the principle of democratic centralism, Party regulations, State laws, and working regulations in approving investment policies, planning, and adjusting the planning of several land-use projects of FLC Group Joint Stock Company.

This Party collective was also found to have violated regulations by approving and implementing public investment projects under the smart city initiative; violating regulations in land management and use, and in the implementation of the Hac Thanh Tower project; in personnel management; and in leading the declaration and public disclosure of assets and income.

Furthermore, the Standing Committee of the Thanh Hoa Provincial Party Committee also lacked responsibility, neglected leadership and guidance, and failed to inspect and supervise, allowing the Party Group of the Provincial People's Council, the Party Committee of the Provincial People's Committee, and many organizations and individuals to violate Party regulations and State laws.

The Politburo and the Secretariat of the Central Committee affirmed that the violations committed by the Standing Committee of the Thanh Hoa Provincial Party Committee during the 2010-2015 and 2015-2020 terms have caused serious consequences that are difficult to remedy, resulting in significant losses and the risk of significant losses to the State budget.

Regarding personal responsibility, the Politburo affirmed that Mr. Chien had deteriorated in terms of political ideology, morality, and lifestyle; violated the principle of democratic centralism, working regulations, Party regulations, State laws, regulations on what Party members are not allowed to do, and the responsibility of setting an example.

These violations have had very serious consequences, which are difficult to remedy, causing significant losses to the state budget, public outrage, and negatively impacting the reputation of the Party organization and local government.

On October 2, 2023, at the 8th Central Committee Conference, the Central Committee of the Communist Party of Vietnam decided to remove Mr. Trinh Van Chien from all his positions within the Party. Mr. Trinh Van Chien was the former Secretary of the Thanh Hoa Provincial Party Committee, former member of the Central Committee, former Secretary of the Provincial Party Committee, former Chairman of the Provincial People's Council, and former Chairman of the Thanh Hoa Provincial People's Committee.
