Mr. Trinh Van Chien has had his title as former chairman of Thanh Hoa revoked.

The Prime Minister revoked the title of Chairman of the People's Committee of Thanh Hoa province for the period 2010-2014 from Mr. Trinh Van Chien due to violations and shortcomings in his work, on January 11.

The disciplinary action against Mr. Chien will take effect from October 3, 2023.

In late December 2023, Mr. Trinh Van Chien (former Central Committee member, former Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council and People's Committee of Thanh Hoa province) was prosecuted and placed under house arrest by the Thanh Hoa Provincial Police for violating regulations on the management and use of state assets, causing losses and waste.

Mr. Chien is accused of causing losses to the state exceeding 55.8 billion VND by directing the incorrect calculation of land use rights prices at the Hac Thanh Tower project.

Two months earlier, Mr. Chien had been dismissed from all his positions in the Party by the Politburo due to "political and ideological degradation, moral decay, and lifestyle issues."

In late July, the Politburo issued a warning to the Standing Committee of the Thanh Hoa Provincial Party Committee for the 2010-2015 and 2015-2020 terms, and to Mr. Mai Van Ninh - former member of the Central Committee of the Party, former Deputy Head of the Standing Committee of the Central Propaganda Department, former Secretary of the Provincial Party Committee, former Secretary of the Party Group, and former Chairman of the Provincial People's Council of Thanh Hoa.

A number of former officials in Thanh Hoa province have also been dismissed from all their positions within the Party by the Party Central Committee.

According to the Politburo, the Secretariat, and the Standing Committee of the Thanh Hoa Provincial Party Committee for the terms 2010-2015 and 2015-2020 violated the principle of democratic centralism, Party regulations, State laws, and working regulations.

Violations occurred in the approval of investment policies, planning, and adjustments to the planning of several land-use projects of the FLC Group; in the approval and implementation of public investment projects under the Smart City initiative; in the management and use of land and the implementation of the Hac Thanh Tower project; in personnel management; and in the declaration and public disclosure of assets and income by leaders.

The Standing Committee of the Thanh Hoa Provincial Party Committee in the two aforementioned terms also lacked responsibility, neglected leadership and guidance, and failed to inspect and supervise, allowing the Party Group of the Provincial People's Council, the Party Committee of the Provincial People's Committee, and many organizations and individuals to violate Party regulations and State laws.

The violations committed by the Standing Committee of the Thanh Hoa Provincial Party Committee during the 2010-2015 and 2015-2020 terms "have caused serious consequences that are difficult to remedy, resulting in significant losses and potential losses to the state budget, leading to disciplinary action and criminal prosecution of many officials and Party members, creating negative public opinion, and diminishing the prestige of the Party organization and local government."
