The Ministry of Transport has just officially issued Circular 08/2023/TT-BGTVT amending and supplementing a number of articles of Circular No. 16/2021/TT-BGTVT regulating technical safety and environmental protection inspection of road motor vehicles according to simplified procedures and procedures, effective from today (June 3).

Accordingly, the subjects of application are passenger cars with up to 9 seats that are not used for transportation business (with a production time of up to 7 years and a production time of 13-20 years) that have been granted a Certificate and Inspection Stamp before March 22, 2023 and are still valid for inspection as of the effective date of Circular 08/2023/TT-BGTVT (ie June 3, 2023) will have their inspection cycle automatically extended according to the new cycle prescribed in Circular 02/2023/TT-BGTVT.

Calculations by the Ministry of Transport show that more than 1.9 million vehicles have their Certificates and Inspection Stamps automatically confirmed for an additional 6 months without having to go to motor vehicle inspection centers.

For example, cars with a production time of up to 7 years that have been granted a Certificate and Inspection Stamp valid until June 5, 2023 (with an 18-month inspection cycle according to the old inspection cycle), the validity of the certificate and inspection stamp will be automatically extended until December 5, 2023 (an additional 6 months).

Anywhere, vehicle owners only need to access the website of the Vietnam Register to print the Certificate of Validity and Inspection Stamp without having to go to the inspection centers.

The Circular also clearly states that the automatic extension of the inspection cycle does not apply to cases where the Inspection Certificate and Inspection Stamp expire before the effective date of this Circular. According to the calculation of the Department of Registration, there will be 155,592 vehicles in this category.

Regarding this issue, the Vietnam Register said that Circular 08/2023, in addition to creating favorable conditions for people and businesses when they do not have to go to inspection centers to reissue Certificates and Inspection Stamps, this regulation also helps to immediately relieve the congestion of vehicles inspected at inspection centers in the recent past, and at the same time, allows inspection centers to focus resources on inspection for transport business vehicles and vehicles whose inspection has expired but has not been inspected.

Recently, the Ministry of Transport sent a document to the Vietnam Register requesting urgent solutions to develop motor vehicle inspection service prices in accordance with legal regulations, and submit them to the Ministry of Transport before June 7, 2023.
