
At noon on October 5th, Mr. Ho Van Muoi, Deputy Secretary of the Provincial Party Committee and Chairman of the Lam Dong Provincial People's Committee, chaired a working session with localities and relevant units regarding the progress of land clearance for the Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressway projects.

Deputy Secretary of the Provincial Party Committee and Chairman of the Lam Dong Provincial People's Committee, Ho Van Muoi, emphasized that the volume of work to be addressed is currently very large, and the apparatus from the provincial level to the grassroots has been very effective.
In particular, over the past two months, the entire political system has been determined and focused on implementing these two expressways, especially in the 14 communes and wards through which the expressways pass.
“At this point, we can affirm that the path, methods, and organizational approach that Lam Dong is taking are on the right track. However, the implementation process will face many difficulties. Disbursing public investment capital in general, especially for expressway projects, leaves no room for retreat. We are compelled to move forward, and that forward must be truly solid,” directed Chairman of the Lam Dong Provincial People's Committee Ho Van Muoi.

Regarding land clearance, Deputy Director of the Land Development Center Huynh Van Minh said that the unit is focusing its human and material resources, working day and night to survey and clear land for the projects.
To date, the Bao Loc - Lien Khuong expressway project has completed 95.29% of the land survey. Two out of ten communes have had their specific land prices approved by the appraisal council.
For the Tan Phu - Bao Loc Expressway Project, the land survey work has reached 39.6%. The process of determining specific land prices has been contracted with a consulting firm and is currently being implemented.

“We are making every effort to accelerate the land clearance process. For the Bao Loc - Lien Khuong Project, we aim to disburse 1,000 billion VND by the end of 2025; and for the Tan Phu - Bao Loc Project, 670 billion VND. By the end of January 2026, both projects will have disbursed approximately another 2,600 billion VND,” Mr. Minh informed.

According to Nguyen Nhan Ban, Director of Investment and Construction Project Management Board No. 1, if land clearance proceeds smoothly, construction on all projects will begin simultaneously by December 2025.
“We propose that the Land Development Center and local authorities accelerate land clearance efforts. Regarding the Department of Construction, relevant units should promptly complete the necessary paperwork so that once the land is available, the Project Management Board can immediately begin implementing the project,” Mr. Ban suggested.

At the meeting, localities through which the expressway passes raised difficulties and obstacles in the implementation process, such as: determining the origin of land from former forestry farms that are now leased to the people; promptly issuing land prices in resettlement areas; lack of information in the land transfer process, etc.
Local authorities have pledged to resolutely complete the tasks according to the timeline set by the Provincial People's Committee.


Vice Chairmen of the Provincial People's Committee Nguyen Hong Hai and Vo Ngoc Hiep requested that localities complete the specific land prices before November 9th. By December 31st, 2025, the Land Fund Development Center must be responsible for disbursing all committed funds.

Concluding the meeting, the Deputy Secretary of the Provincial Party Committee and Chairman of the Lam Dong Provincial People's Committee, Ho Van Muoi, affirmed that there are basically no more obstacles related to the expressway projects. The remaining issues now are determination and time.
A key factor in implementing these projects is the strong support from the local people. With this support, the relevant units and localities must act correctly, openly, and transparently, ensuring a balance of interests for all parties. Every day, during operation, any difficulties encountered should be resolved immediately. Any issues beyond their authority must be reported to higher levels for immediate guidance and solutions.
Localities and units must assign personnel with the right expertise to the right job. Each unit should provide its own training and professional development through practical work experience to collectively strive to complete assigned tasks.

Communes and wards must integrate projects in accordance with local planning. All projects must be harmoniously integrated into the overall development, as well as the development of other socio-economic services.
In Lam Dong province, there are 45 large and key projects , with a total planned capital allocation of over 10,844 billion VND for 2025. Of this, the Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressway projects alone have been allocated over 5,024 billion VND.
