
On the afternoon of October 5, Deputy Secretary of the Provincial Party Committee, Chairman of the Lam Dong Provincial People's Committee Ho Van Muoi chaired a working session with localities and units related to the progress of site clearance for the two expressway projects Tan Phu - Bao Loc and Bao Loc - Lien Khuong.

Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Lam Dong Province, Ho Van Muoi, emphasized that the current workload is very large, and the apparatus from the province to the grassroots level has participated very well.
In particular, in the past two months, the entire political system has been determined and focused on implementing these two expressways, especially the 14 communes and wards where the expressways pass through.
“Up to this point, we can affirm that the path, method, and implementation organization that Lam Dong is taking is on the right track. However, the implementation process will face many difficulties. Disbursement of public investment capital in general, especially expressway projects, has no way back. We must move forward, and move forward firmly,” Lam Dong Provincial People’s Committee Chairman Ho Van Muoi directed.

Regarding site clearance, Deputy Director of the Land Fund Development Center Huynh Van Minh said that the unit focuses on human and material resources, working day and night to count and clear site for projects.
Up to now, the Bao Loc - Lien Khuong expressway project has completed 95.29% of the land inventory. 2/10 communes have approved the appraisal council to establish specific land prices.
For the Tan Phu - Bao Loc Expressway Project, the inventory work has reached 39.6%. The process of building specific land prices has signed a consulting contract and is being implemented.

“We are making every effort to speed up the site clearance process. For the Bao Loc - Lien Khuong project, the unit strives to disburse 1,000 billion VND by the end of 2025; the Tan Phu - Bao Loc project disburses 670 billion VND. By the end of January 2026, both projects will disburse about 2,600 billion VND more,” Mr. Minh informed.

Director of Construction Investment Project Management Board No. 1 Nguyen Nhan Ban informed that if the site clearance goes smoothly, by December 2025, the projects will simultaneously start construction.
“We propose that the Land Fund Development Center and localities accelerate site clearance work. Regarding the Department of Construction, the relevant units should promptly complete the relevant procedures and documents. Once the site is available, the Project Management Board will immediately begin implementing the project,” Mr. Ban proposed.

At the meeting, localities where the expressway passes through raised difficulties and problems in the implementation process such as: determining the origin of land that old forestry farms are contracting to people; early issuance of land prices in resettlement areas; lack of information in the land transfer process...
The localities have committed to completing the tasks within the time frame set by the Provincial People's Committee.


Vice Chairmen of the Provincial People's Committee Nguyen Hong Hai and Vo Ngoc Hiep requested localities to complete specific land prices before November 9. By December 31, 2025, the Land Fund Development Center must be responsible for disbursing all the committed amount.

Concluding the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Lam Dong Provincial People's Committee Ho Van Muoi affirmed: Regarding the expressway projects, there are basically no more problems. The remaining issues now are determination and time.
The advantage in implementing the projects is that the people have high support. With this support, the relevant units and localities must do the right thing, openly, transparently, ensuring the harmony of interests of all parties. Every day, during the operation, any difficulties must be resolved immediately. Any problems beyond the authority must be reported to superiors for immediate policies and solutions.
Localities and units must arrange people with the right expertise for the right job. Each unit must train and develop its own professional skills through practical work to be determined to complete the assigned work.

Communes and wards must integrate projects in accordance with local planning. All must ensure the harmony of works and projects with the general development, as well as the development of other economic and social services.
In Lam Dong, there are 45 large and key projects , with a total capital plan of more than 10,844 billion VND in 2025. Of which, only the two expressway projects Tan Phu - Bao Loc and Bao Loc - Lien Khuong are allocated more than 5,024 billion VND.
