The goal is to have approximately 65% ​​of communes nationwide meet the standards of the new rural development program by 2030.

(DTO) On January 7th, in Dong Thap province, the Central Office for New Rural Development Coordination, in collaboration with Oxfam Vietnam, organized a workshop to gather feedback on the draft National Target Program for New Rural Development, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas for the period 2026-2035; and to provide guidance on implementing the National Criteria Set for New Rural Development for the period 2026-2030.

Also attending the workshop were representatives from relevant ministries and departments; leaders of the Department of Agriculture and Environment, and communes from provinces and cities in the Southern region.

According to the Central Office for New Rural Development Coordination, after 5 years of implementation, the National Target Program for New Rural Development (2021-2025) has basically completed all the objectives assigned by the National Assembly and the Government. In particular, 5 out of 8 main indicators have been completed, exceeding the set targets.

Nationwide, over 79% of communes have met the standards for New Rural Development, 42% have met the standards for advanced New Rural Development, and 12.2% have met the standards for model New Rural Development. Twenty-four provinces and centrally-governed cities have 100% of their communes meeting the New Rural Development standards; 13 provinces have been recognized by the Prime Minister as having completed the task of building New Rural Development.

Deputy Director of the Department of Agriculture and Environment of Dong Thap province, Le Chi Thien, delivered a speech at the workshop.

In particular, the program has raised the average income of rural people to approximately 58 million VND/person/year by 2025. The poverty rate according to the multidimensional poverty standard will be 1.93% by the end of 2024; the poverty rate in (formerly) poor districts will be 24.86%.

By 2025, 19 particularly disadvantaged communes in coastal and island areas nationwide will have escaped poverty (reaching 35%, exceeding the target set by the National Assembly and the Government); and 3 (formerly) poor districts will have escaped poverty.

The National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Regions for the period 2021-2025 has completed and exceeded six of its set targets. Notably, the poverty reduction targets for ethnic minority regions and the increase in per capita income have been significant and exceeded the plan.

The quality of access to services such as education and healthcare has improved; development resources are better and more equitablely secured; and the material and spiritual lives of people in ethnic minority and mountainous regions have been significantly enhanced.

According to the draft Decision approving the National Target Program for building new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority areas for the period 2026 - 2030, the whole country will receive an investment of approximately 1,044 trillion VND.

Of this total, 100,000 billion VND was directly supported by the central government budget; 300,000 billion VND by local government budgets; 360,000 billion VND from integrated national target programs and other projects; and over 261,000 billion VND from businesses and public contributions.

Our country is striving to increase the average income of rural residents by 2.5 to 3 times compared to 2020 by 2030.

The multidimensional poverty rate nationwide is projected to decrease by 1% - 1.5% per year; in ethnic minority and mountainous regions, it will fall below 10%, with virtually no particularly disadvantaged villages or communes remaining. The goal is for approximately 65% ​​of communes nationwide to meet the standards of the New Rural Development program, and 10% to meet the standards of the modern New Rural Development program.

At the workshop, delegates contributed many important opinions to the draft National Target Program for building new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas for the period 2026-2030, aiming to finalize it for submission to the Minister of Agriculture and Environment for approval and implementation.
