Dr. Ngo Phi Phuong, Director of the National Institute for Vaccine and Medical Biological Products Testing under the Ministry of Health , stated at the cooperation signing ceremony with Sanofi on June 2nd that increasing the capacity for testing and quality management of vaccines is an essential requirement in the context of the growing demand for vaccines and Vietnam's deep integration into the international community. This not only helps ensure the quality of vaccines in circulation but also contributes to strengthening health security and increasing access to safe and effective vaccines for the people.
In recent years, the healthcare sector has shifted significantly from a treatment-focused mindset to a proactive approach to disease prevention. Resolution 72 of the Politburo , issued in 2025, sets the goal of maintaining vaccination rates for essential vaccines above 95%, while expanding the scope and target groups of the immunization program.
Vaccines are considered one of the most important public health achievements, contributing to saving the lives of over 150 million people worldwide over the past 50 years. To ensure the effectiveness and safety of each vaccine dose, quality control before distribution is mandatory. Each batch of vaccine must undergo evaluation and testing to ensure it meets safety and efficacy standards before being used.
In Vietnam, this task is undertaken by the National Institute for Vaccine and Biological Products Testing. The unit is currently recognized by the WHO for its competence in both laboratory and vaccine testing, and is continuously updating its testing methods to meet the increasingly stringent requirements of the immunization system.

According to the cooperation agreement for the period 2026-2029, the two sides will organize training activities, scientific workshops, share professional experience, and support access to modern vaccine testing methods. They will also promote connections with professional organizations both domestically and internationally to update standards, regulations, and testing practices in accordance with international best practices.
Lucas Steinberg, Director of Vaccine Products and General Director of Sanofi Vietnam, expects the cooperation program to contribute to improving national vaccine testing capacity, supporting the development of a quality management system according to international standards, thereby ensuring that every dose of vaccine reaching the people meets safety and efficacy requirements.
