Budget revenue reached more than 70% of the year plan

Reporting at the 16th City Party Committee Conference held on the morning of July 16, Standing Deputy Secretary of the City Party Committee Nguyen Dinh Vinh said that in the first 6 months of 2024, the work of Party building and the political system continued to be focused on. As of June 30, 2024, the entire City Party Committee admitted 854 new Party members, equivalent to 1.39% of the number of Party members at the beginning of the year, equal to 46.4% of the plan. Internal affairs, judicial reform, and anti-corruption and anti-negativity work have been promoted. The Steering Committee and the Standing Committee of the City Party Committee's Steering Committee on anti-corruption and anti-negativity have maintained monthly and quarterly activities; directed the removal of difficulties and obstacles in the work of appraisal, asset valuation, recovery of corrupt assets, and civil judgment enforcement. At the same time, the city has promoted administrative reform, digital transformation, building a smart city and achieved many prestigious awards and rankings. The Fatherland Front and socio-political organizations of the city continue to innovate the content and methods of operation; effectively implement thematic supervision and social criticism.

The city's socio -economic situation has achieved many outstanding results. The gross regional domestic product (GRDP) in the second quarter is estimated to increase by 8.35%; the first 6 months of the year is estimated to increase by 5.0% over the same period, higher than the same period in 2023 and the average increase of the first 6 months of the period 2020-2024.
The service and tourism sector has developed quite strongly with many new and unique activities, festivals and tourism products, which are important driving forces for economic growth. In the first 6 months of the year, the total number of visitors served by accommodation establishments was estimated at 5.14 million, up 25.6%; revenue from accommodation, food and beverage, and travel was estimated at over VND16,000 billion, up 28.4%. Total retail sales of goods and consumer service revenue was estimated at over VND66.8 trillion, up 13.9%. Goods exports were estimated at 918 million USD, up 1.8%. Software exports were estimated at 81 million USD, up 11%.

Industrial production grew quite well. The Industrial Production Index (IIP) in the second quarter of 2024 alone increased by 20.7% compared to the previous quarter and increased by 5.8% compared to the same period in 2023; in the first 6 months of the year, the IIP of the entire industry increased by 3.75%. The city has established a Center for Research and Training in Microchip Design; developed a Project for the Development of Semiconductor Chips and Microchips; signed a Memorandum of Understanding with Synopsys Corporation and Intel Corporation; received and worked with the NVIDIA Group's Working Group; organized seminars and talks to attract investment and access support for training in semiconductors, artificial intelligence, and STEM in the United States and Taiwan (China).

Total state budget revenue in the first 6 months of the year reached 13,589 billion VND, equal to 70.3% of the estimate and 131.7% over the same period; of which: Domestic revenue is estimated at 11,994.16 billion VND, equal to 76% of the estimate and 139.8% over the same period.

In the field of culture and society, the city organized propaganda activities, commemorating historical events and major holidays of the country and the city. Implemented social security policies well; supported the repair and construction of 496 houses for people with revolutionary contributions with a budget of more than 17 billion VND. Created jobs for 18,000 workers.

Sectors, localities and units well implement directives on leadership in performing national defense - military, border protection tasks, ensuring political security, order and social safety in 2024.

In the first 6 months of the year, there were 443 cases of social order and safety crimes, down 12% over the same period; 336/443 cases (75.85%) were investigated and clarified, and 800 subjects were arrested. 200 cases were discovered and arrested, 338 subjects were convicted of drug crimes (21 more cases, 22 more subjects than the same period). There were 325 traffic accidents, killing 49 people and injuring 333 people (an increase of 43 cases, a decrease of 9 deaths, an increase of 79 injuries compared to the same period).

Therefore, in the last 6 months of 2024, it is necessary to continue to promote the work of Party building and rectification and the political system. At the same time, issue a Plan on organizing Party Congresses at all levels and the 23rd Congress of the City Party Committee. Establish a Steering Committee, sub-committees and proactively implement the Plan to organize propaganda activities, celebrate major holidays and important historical events of the country and the city in 2025.

In the socio-economic field, continue to resolutely, synchronously and effectively implement the viewpoints, goals, tasks and solutions for socio-economic development and the theme for 2024 in conjunction with concretizing the implementation and promoting specific mechanisms and policies for the city's development according to Conclusions 77 and 79 of the Politburo and the Resolution of the National Assembly. Continue to review and evaluate the GRDP growth rate, focusing on key and spearhead economic sectors with important contributions, and sectors with declines to have solutions to promote and strive for the highest GRDP growth rate in 2024.

Promote tourism promotion activities, especially during the peak summer tourist season. Issue and effectively implement the Project on Development of Microchips and Semiconductors; policies to attract experts and support trainees and students in the field of microchips and semiconductors.
