Observations at the Tan Lap Ward Public Administrative Service Center on the morning of July 3rd (the third day of official operation of the two-level local government after the merger) showed a very lively working atmosphere. Many people came to complete procedures related to land matters. Encouragingly, all were guided attentively and thoughtfully by the Center's staff regarding the procedures for submitting documents.
At the land registration office, two staff members are always on duty to assist citizens. After being thoroughly checked by the staff, citizens' documents are accepted and they are issued a clear and transparent appointment slip for receiving the results. The professionalism and dedication of the staff have made a positive impression on citizens right from the first days of implementing the new regulations.

Mr. Tran Dinh Dong (residential group 6, Tan Lap ward) is one of the residents who have experienced this convenience. His family owns nearly 600 square meters of land planted with perennial trees in Hoa Thang commune (formerly Buon Ma Thuot city) and needs to convert its use to residential land for building a house. “This morning, when I came to complete the procedures at the Tan Lap Ward Public Administrative Service Center, I received attentive guidance from the staff. After only 20 minutes, all my documents were accepted and I received an appointment slip. It was really quick and convenient,” Mr. Dong shared.
Similarly, at the Dray Bhăng Commune Public Administrative Service Center, many people came to carry out administrative procedures, especially in the field of land. From July 1st to the morning of July 3rd, the Commune People's Committee received 7 land-related applications. The procedures for receiving and processing applications were all carried out in accordance with the law, ensuring openness and transparency.
Mr. Trinh Van Minh (Hiep Tan village, Dray Bhang commune) couldn't hide his excitement when he came to apply for a land ownership certificate for the first time. He expressed his satisfaction with the dedicated guidance he received from the officials throughout the process. "Previously, whenever I had to deal with land-related procedures, I was always apprehensive about the cumbersome process, complicated paperwork, and the need for multiple trips. However, now, thanks to the services provided at the commune level, the procedures are simpler, more convenient, and the processing time has been significantly shortened," Mr. Minh said.
Ms. Nguyen Thi Le Quyen, a resident of Ea Ktur commune, shares the same opinion. After the administrative boundary merger, her family now lives in the area bordering Dray Bhang commune. To complete the land use rights transfer procedure for her child, she went to the Dray Bhang Commune Public Administrative Service Center. There, she received detailed guidance from officials, from obtaining a queue number to each step of the procedure at the transaction counters. "This decentralization not only helps shorten the processing time but also creates more favorable conditions for people in the process of resolving applications, significantly reducing the time and effort spent traveling," Ms. Quyen shared.
Mr. Huynh Thanh Trung, a specialist at the Tan Lap Ward Public Administrative Service Center, said that according to the new regulations, the commune-level People's Committee is allowed to handle 14 procedures related to land matters. In the first three days of operation, the Center received and processed approximately 20 land-related applications from citizens. These mainly included applications for initial land use right certificates and applications for land use conversion. In addition, many citizens also came to the Center for guidance on necessary procedures related to land transfer and registration, and all received dedicated assistance from the staff.
According to Le Phuoc Toan, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Dray Bhang commune, the commune's Public Administrative Service Center is located in a convenient location, and its facilities and equipment have been well-invested and fully equipped beforehand. This helps the Center to effectively meet the requirements of serving the people according to regulations and to efficiently implement tasks from the moment the two-tiered local government model officially comes into operation.

In the early days of operation, even though the Commune People's Committee had not yet received the official seal from the competent authority, the Center continued to operate normally in receiving applications. For administrative procedures with short processing times, staff directly guided and clearly explained the initial processing procedures to the people. They also requested contact information to proactively notify the results as soon as the seal was handed over. Mr. Toan affirmed: "With the spirit of providing the best service to the people, the Commune People's Committee will strive to overcome initial difficulties, ensuring that the process of receiving and resolving administrative procedures runs smoothly and continuously, without interruption."
Regarding this matter, on July 2nd, the Provincial People's Committee issued a document on the implementation of administrative procedures as stipulated in Government Decree No. 151. Accordingly, the Provincial People's Committee assigned the People's Committees at the commune level to coordinate with the Department of Agriculture and Environment and the local branch of the land registration office to advise on internal and interconnected processes for resolving administrative procedures in the field of land under the authority of the People's Committees at the commune level and the chairpersons of the People's Committees at the commune level. They are also tasked with implementing the provisions of land law, especially Decree No. 151 on decentralization and delegation of authority in the field of land, to promptly grasp new points regarding the authority and procedures for resolving administrative procedures in the field of land at the local level, ensuring synchronization, timeliness, smoothness, continuity, and uninterrupted operation.
