The proposal comes as French Defense Minister Catherine Vautrin pushes for expanded security cooperation beyond Europe, aiming to build a mechanism linking countries with shared strategic interests in ensuring maritime security.
According to international sources, this initiative focuses on establishing a coordination mechanism between European naval forces and partners in the Indo-Pacific region – an area playing an increasingly important role in global trade and supply chains.
The proposed alliance could include activities such as joint patrols in key shipping lanes, sharing intelligence and maritime surveillance data, protecting underwater infrastructure such as telecommunications cables and energy pipelines, and coordinating responses to non-traditional security challenges.

French officials emphasized that the core objective is to ensure stability and maintain "freedom of navigation" in accordance with international law, amidst increasing security risks facing global shipping lanes. Strategically, this move is part of Paris' long-term strategy to expand its global security role, particularly in the Indo-Pacific region, where France has significant economic and military interests and a presence through its overseas territories.
Some international analyses suggest that France's initiative reflects a trend of European countries increasing their security presence outside traditional regions, in the context of increasingly complex strategic competition in international shipping lanes.
France has not yet released details about the mechanism, organizational structure, or list of potential participating countries. However, this proposal is considered to potentially open up a new framework for maritime security cooperation between Europe and the Indo-Pacific region in the future.
