On November 27th, the Inspectorate of Thu Duc City announced the conclusions of its inspection regarding the management of construction order in 2021-2022 at the People's Committee of Thao Dien Ward.
Accordingly, the inspection team examined the records and current status of numerous constructions based on reports from the Thao Dien Ward People's Committee and conducted random inspections. As a result, the inspection team discovered 12 unauthorized constructions (mainly villas and houses). Of these, 8 unauthorized constructions had been subject to enforcement orders from the Thao Dien Ward People's Committee requiring remedial measures, but these had not yet been implemented. 4 unauthorized constructions had been completed and put into use, but no processing documents had been prepared.

In addition, the inspection team discovered 16 construction projects in Thao Dien Ward that were built in violation of their building permits. Of these, 5 projects were completed and put into use, 4 projects had not yet completed the procedures for adjusting their building permits or rectified the violating areas, and 1 project had rectified the violating areas…
The inspection report concluded that the People's Committee of Thao Dien Ward was slow to detect, handle, or coordinate the handling of violations according to regulations, leading to the completion and use of several unauthorized and illegal construction projects with large areas of violation. Some unauthorized construction projects had increased in area and structure but no violation records were filed. The majority of violating construction projects had not implemented the enforcement decisions issued by competent state agencies to remedy the consequences.
According to the inspection report, the failure to comply with the competent authority's decision regarding the violations was due to the Thao Dien Ward People's Committee's failure to regularly inspect and monitor construction order in the area, resulting in delays in detecting violations. The Thao Dien Ward People's Committee also failed to resolutely implement measures to prevent and address unauthorized construction from the outset, leading to the completion and commissioning of these violations. The Thu Duc City Inspectorate recommends that the Thu Duc City Department of Internal Affairs advise the Chairman of the Thu Duc City People's Committee to transfer the land administration, construction, urban planning, and environment officials responsible for Thao Dien Ward, who have experienced numerous violations in construction order management, to other units, limiting their assignments related to surveying, mapping, and construction.
