This afternoon, June 13th, the Party Committee of Tien Son commune (Tien Phuoc district) held a conference related to the reorganization of administrative units, with the participation of nearly 90 delegates including former commune leaders and officials from all 6 villages in the commune.
Mr. Le Van Dung, Standing Deputy Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation - Head of the Steering Committee for the reorganization of district and commune-level administrative units in the province for the period 2023-2025; members of the Provincial Party Standing Committee, leaders of the Provincial People's Committee, the Department of Internal Affairs, and Tien Phuoc district attended the event.

Temporarily utilize both the headquarters of Tien Son and Tien Cam communes.
Following the voter consultation on June 2nd, only 9.83% of voters in Tien Son commune agreed with the plan to merge commune-level administrative units in the district for the period 2023-2025; 2,230 voters disagreed (accounting for 88.42%).
According to the Government 's resolution, if the results of the voter consultation do not reach more than 50% consensus, the provincial People's Committee shall direct the relevant district and commune People's Committees to strengthen propaganda and mobilization of voters and, based on the actual situation, organize a second voter consultation.
In order to build consensus among voters regarding the commune merger plan during the second round of voter consultations, the Party Committee of Tien Son commune organized a meeting to continue informing and disseminating information to create agreement among cadres, Party members, and the military and civilian population on the commune merger plan.

Specifically, this involves conveying the directives and consensus of the Provincial Steering Committee for Administrative Unit Reorganization regarding the location of the new commune's headquarters after the merger. Accordingly, the new commune's workplace will temporarily utilize both the current headquarters of Tien Son and Tien Cam communes.
The opinions expressed at the conference analyzed and clarified the limitations and shortcomings in the process of implementing the policy of reorganizing administrative units in Tien Son commune.
Mr. Dang Tan Minh, former Secretary of the Party Committee of Tien Son commune, believes that the failure of the organization was due to the fact that the implementation process by the district and commune did not ensure proper procedures, scientific principles, and practicality; and failed to promptly understand and listen to the thoughts and feelings of Party members and the people.
Other opinions suggested clarifying the option for selecting the office location in the draft plan for merging administrative units. This content needs a clear basis and commitment to be disseminated, persuaded, and explained to voters so they understand clearly...

Speaking at the conference, Standing Deputy Secretary of the Provincial Party Committee Le Van Dung - Head of the Provincial Steering Committee for the Reorganization of Administrative Units - answered and clarified the issue of concern regarding the proposed location for the new commune offices after the merger.
Accordingly, the Provincial Steering Committee for Administrative Unit Reorganization agreed that, temporarily, the units would operate in two locations initially. The reason for having them in two locations is to facilitate the handling of administrative procedures for the people.
When the commune was merged, the number of officials, civil servants, and non-professional workers was so large that it was impossible to work in one place. Thirdly, the newly built Tien Cam commune headquarters had to be maintained to avoid wasting assets.
As for assigning specific roles, that is a decision made collectively by the commune's leadership.

Comrade Le Van Dung also stated that the Provincial Steering Committee unanimously agreed on the principle of researching and replanning the location of the new Tien Son commune center to suit the terrain and the aspirations of officials, Party members, and the people.

To ensure consistency in the aforementioned policies, the Standing Deputy Secretary of the Provincial Party Committee, Le Van Dung, suggested that the Party Congresses of Tien Son commune and Tien Phuoc district clearly define them in their resolutions. Once included in the resolutions, all cadres and Party members must take responsibility for their implementation.
The Provincial Steering Committee for Administrative Unit Reorganization will issue a concluding notice on this matter to be sent to the districts and communes. I suggest that you use this as a basis for disseminating information to the people.

"To accomplish anything, it must be under the comprehensive leadership of the Party; I propose that cadres and Party members in Tien Son understand this viewpoint to act as the leading force among the people. The 119 Party members of the commune must set an example and take the lead in order to fulfill their responsibilities," emphasized Comrade Le Van Dung.
Comrade Le Van Dung also urged cadres and Party members in Tien Son to uphold the traditions of this land as a cradle of revolution; and to strive to maintain unity among cadres, Party members, and the people of Tien Son and Tien Cam...

Regarding proposals related to investment in construction projects and infrastructure, Comrade Le Van Dung stated that the policy is to halt the construction of administrative offices, while projects for schools, health stations, cemeteries, etc., will not be stopped. Regarding the Tien Son Martyrs' Cemetery, there is currently a plan to invest in repairs with a budget of over 1.1 billion VND and to build a ceremonial grounds costing over 326 million VND.
