
The mangrove forests in this area are very diverse and rich in flora and fauna. These mangrove forests not only provide a large source of aquatic resources but also play a significant role in protection against erosion, tidal flat runoff, storms, and floods. The mangrove forests here are formed from two sources: naturally occurring forests and planted forests; they are clearly distributed and stratified, including tree species growing at different heights. Many species such as shrimp, various types of fish, mollusks, birds, etc., thrive and reproduce here.
Recognizing the importance and value of mangrove forests, in recent years, the local authorities (Dong Rui commune, formerly Tien Yen district and now Hai Lang commune) have mobilized all resources to restore and develop mangrove forests in the area.
According to the People's Committee of Hai Lang commune, the area for new mangrove reforestation in the commune in 2025 is 8.69 hectares (using Rhizophora apiculata trees, implemented by the Vietnam-Germany Reforestation Project Management Board).
To date, the total area of mangrove forests in Hai Lang commune (after the merger) has reached 2,686.07 hectares. Of this, 2,193.64 hectares are managed by the Commune People's Committee; the remaining area is managed by the Eastern Region Protective and Special-Use Forest Management Board. The mangrove forest area in the commune is concentrated in Thuong, Trung, Ha, Bon, and Ha Thu villages, among others.
In previous years, along with carrying out mangrove reforestation, the former Dong Rui commune also coordinated and organized national workshops, people's meetings, and training sessions down to the community level to disseminate information on reforestation techniques and the management and protection of mangrove forests.
In addition, the commune coordinated the organization of a competition to learn about mangrove forests in various forms such as painting, poetry writing, and theatrical performances, attracting a large number of people to participate.

Since the establishment of Hai Lang commune, the care and protection of mangrove forests have continued to receive attention. The People's Committee of Hai Lang commune established a Steering Committee for forest protection and fire prevention and control; and issued a decision to establish mangrove forest management and protection teams in the villages.
To implement forest management and protection, the commune has hired local households to carry out forest protection work according to regulations, ensuring that the mangrove forest is safely protected and not encroached upon or illegally cut down; thereby creating favorable conditions for the natural development of aquaculture and marine life under the forest canopy; creating jobs and increasing income for people in the commune.
In 2025, the commune will also install 5 large bulletin boards along the road leading into the commune, placed in locations with high concentrations of people; distribute 1,000 leaflets to residents; and intensify propaganda at village meetings and Party branch activities to raise awareness and self-discipline of the community in self-managing and protecting mangrove forests, and using and exploiting forests rationally, sustainably, and effectively.
Comrade Luc Van Long, Chairman of the People's Committee of Hai Lang commune, said: In the coming time, the People's Committee of Hai Lang commune will continue to strengthen the cultivation and planting of native tree species such as Avicennia marina, Sonneratia caseolaris, Sonneratia caseolaris, and Sonneratia caseolaris... in coastal and tidal flat areas; and strictly control the encroachment on mangrove forest land. In addition, the commune will link mangrove forest development with sustainable aquaculture protection and development; community-based ecotourism …; and strengthen propaganda to raise people's awareness of the role of mangrove forests.
Thanks to the efforts of the Party committee, the government, and the people in Hai Lang commune, the Dong Rui mangrove forest has been protected and its value promoted, contributing to ensuring a green, clean, and beautiful environment and creating a source of livelihood for the local people.
