At the provincial-level scientific conference themed "Building and promoting the cultural and human values of An Giang to boost the province's socio-economic development in the new era," organized by the Ton Duc Thang Political School in coordination with the Provincial Party Committee's Propaganda and Mass Mobilization Department, delegates and experts deeply assessed this value system.

Culture is an important endogenous driving force.

An Giang possesses invaluable spiritual treasures such as the Via Ba Chua Xu Nui Sam Festival; the vibrant Bay Nui bull racing festival of the Khmer people; the unique architectural art of the Cham mosques; and ancient pagodas. In particular, the Oc Eo - Ba The archaeological site is not only a source of local pride but also holds global value, a testament to a brilliant civilization of the past, and the province is actively working to submit a dossier to UNESCO for recognition as a World Cultural Heritage site.

In line with the spirit of Resolution No. 33-NQ/TW and the Conclusion of the 2021 National Cultural Conference, the Party Committee and government of An Giang province have always considered culture as the spiritual foundation, a crucial goal, and an important intrinsic driving force. The people of An Giang, with their admirable qualities forged through hardship, diligence, creativity, patriotism, and unity, are both the subject and the highest goal of development.

Ho Ngoc Truong, Principal of Ton Duc Thang Political School, affirmed: “The implementation of the policy of rearranging and merging provincial-level administrative units opens up a vast development space for An Giang, with a larger economic scale and population. This is a crucial opportunity for An Giang to form new growth drivers and enhance its position in the region and the country. This is not simply an adjustment of administrative boundaries, but a comprehensive restructuring process in which culture plays a connecting role, creating consensus and shaping a new lifestyle for residents within the shared development space.”

Shaping the value system
people of An Giang

Culture is embodied in the values, norms, lifestyles, identity, and traditions of a community, creating a spiritual and social foundation for long-term stability and cohesion. These cultural values guide human behavior, regulate the relationship between individuals and the community, and between economic development and environmental protection, thereby ensuring harmonious development that avoids deviations from norms and preserves identity. Culture also acts as an economic driving force through the development of cultural tourism, cultural industries, and the creative economy. Simultaneously, it promotes innovation in local governance, improves the quality of human resources, and enhances the ability to adapt to social and environmental changes.

Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, Nguyen Thi Hong Loan, affirmed that establishing the core values of the people of An Giang is a strategic and long-term requirement; it necessitates in-depth research to clearly define these values, such as: inherited traditional values, current foundational values, and future-oriented values. This serves as a frame of reference for every official, Party member, and citizen, thereby creating unity in understanding and aspiration for progress.

For culture to truly become a driving force for socio-economic development, An Giang needs a well-structured roadmap. First and foremost, the development of cultural values and human resources must be integrated into all economic development programs and political system building. Culture cannot stand outside the economy, and conversely, the economy must have a "cultural element" for sustainable development.

Ms. Nguyen Thi Hong Loan also emphasized the important role of training institutions, especially the Ton Duc Thang Political School. This school should be the core institution for scientific research, teaching political theory, and training cadres. Standardizing the content on An Giang's cultural values and human values in training programs will help form a team of cadres who are both politically sound and professionally competent, possessing strong political acumen and high cultural qualities. At the same time, research institutions in the province need to strengthen the summarization of practical experiences and build scientific databases to provide arguments for the province's policy planning and advisory work.

When cultural values are deeply ingrained in every individual, every family, and every community, it will create a solid foundation for An Giang to take off, affirming its position as a dynamic, civilized, and culturally rich border province.
