Simplifying procedures brings people closer to the public.

Learning from and following President Ho Chi Minh's example, commune-level officials begin with simple things like a signature authenticated right at a hospital bedside, a procedure completed on a remote island, or the reassured smile of people receiving administrative procedure results ahead of schedule. It is these simple yet practical things that are creating a two-tiered local government closer to the people than ever before.

Chairman of the People's Committee of Tan Hoi commune, Nguyen Minh Ngoc, visited Mrs. Truong Thi Lo, 80 years old, residing in Dap Da hamlet.

In the afternoon in Tan Hoi commune, Chairman of the People's Committee Nguyen Minh Ngoc, along with officials and youth union members, walked along the small roads in Dap Da hamlet to assist in verifying signatures on power of attorney documents for receiving social welfare payments for local residents. The small house of 80-year-old Mrs. Truong Thi Lo was their first stop.

Mrs. Lo has been bedridden for many years. Holding the hand of the commune officials, Mrs. Lo choked up, saying, "For so long, I wanted to sign the authorization papers but couldn't go. Now that you gentlemen and ladies have come to my house to help, I'm so happy." Ms. Le Thi Be Sinh, who was authorized by Mrs. Lo, was delighted that the bank officials accompanying the support team helped open an ATM card. "Having an ATM card means I can withdraw my support money immediately when needed," Ms. Sinh said.

Ms. Nguyen Thi Chau, residing in Dap Da hamlet, Tan Hoi commune, received assistance from officials in having her documents certified at her home.

Also in Dap Da hamlet, Mrs. Nguyen Thi Chau, who is disabled in both legs, kept clasping each person's hand tightly and expressing her gratitude when officials came to her house to assist with document authentication.

Since the two-tiered local government model came into operation, the People's Committee of Tan Hoi commune has organized teams to visit each household in difficult circumstances to assist with verification and guide them in opening bank accounts to receive subsidies via card. Through a review, by September 2025, the commune had 2,266 beneficiaries of social welfare subsidies, with over 1 billion VND disbursed monthly, including 477 people with mobility difficulties.

Mr. Nguyen Minh Ngoc shared: “The elderly, the sick, and people with disabilities must also have access to public services, so we are implementing home authentication, which is both humane and fair. At the same time, we listen to the concerns of the people to promptly resolve difficulties in the operation of the two-tiered local government.”

Ms. Tran Thi My Nhung, a specialist in charge of justice in Tan Hoi commune, knows almost every path and small lane in the commune. Around 3 PM, when the commune's Public Administrative Service Center is less busy, she takes the opportunity to go to people's homes to provide assistance. "Some days, I don't finish one hamlet until almost 7 PM, and I get home after 9 PM. On Saturdays and Sundays, I also make time to help households in difficult circumstances. When it's sunny, I rush to get there on time; when it rains, I put on a raincoat and run. I just hope to ease the burden on the people," Ms. Nhung shared.

WARMING HEARTS ON REMOTE ISLANDS

Tien Hai commune, often known as the Pirate Islands, is located about 20km from Ha Tien ward and comprises 18 large and small islands. Currently, the commune has over 1,700 people scattered across the islands, mainly engaged in cage fish farming. Since Tien Hai commune implemented a two-tiered local government model, residents have clearly felt the transformation in the spirit of service and the way administrative procedures are handled.

Mr. Hong Ngoc Diep, 60 years old, a businessman in Hon Tre hamlet, recounted: “When I planned to open an electric vehicle service to transport tourists, I was worried about the complicated procedures, but at the Commune's Public Administrative Service Center, the officials guided me step-by-step. Thanks to that, my two electric vehicles were licensed to operate. More tourists come to the island, and my family's income is also stable.” He noted that the most valuable thing is the enthusiasm and transparency of the government. “If I have any questions, the officials explain them clearly, so I don't have to go to the mainland like before,” Mr. Diep shared.

In Hon Tre hamlet, Mr. Phan Binh Tuong has just completed the procedures for obtaining a building permit. Mr. Tuong said: “Before, we had to go to the mainland to do the procedures, which was expensive and very difficult. Now, the commune center has complete equipment, the staff are professional, and they deliver the results ahead of schedule. Everyone on the island is happy to receive such service.”

For officials working in island communes, the lack of infrastructure is not the biggest obstacle. What keeps them here and motivates them every day is the trust of the people. Ms. Dinh Hong Linh, an official at the Tien Hai Commune Public Administrative Service Center who has been working on the island for 10 years, shared: “No matter what field I'm in, I work with dedication, especially when handling administrative procedures. I guide people until they receive the results in their hands before I feel at ease.”

According to Danh Thi Khen, Deputy Director of the Tien Hai Commune Public Administrative Service Center, the center has been equipped with computers, scanners, online kiosks, and an automatic queuing system. As of November 2025, the center had received nearly 500 applications, resolving them on time or ahead of schedule at 100%. “Many officials come from the mainland to work on the island, far from their families, and facing difficult conditions, but everyone strives to ensure that the people of the island commune receive quality public services,” Ms. Khen said.

From motorbike journeys through rain and wind in Tan Hoi commune to tireless steps serving the people of Tien Hai island commune, each story reflects the spirit of "putting the people first."

By mid-November 2025, the Tan Hoi Commune Public Administrative Service Center received 3,153 applications, with a 98.67% success rate in resolving them ahead of schedule; 99.69% of application components (input) were digitized; and 96.5% of results (output) were digitized. Based on the 2025 service quality assessment using the set of indicators for serving citizens and businesses in administrative procedures and providing public services, the commune was ranked excellent.
