In recent times, one of the highlights in the state management of land in Can Giuoc district has been the improved spirit and attitude of service to the people, as well as the professional competence of officials receiving and processing administrative procedures. This has effectively overcome the problem of delayed processing of applications, gradually increasing the rate of timely and early processing of applications to nearly 100%.

The dissemination of legal regulations on land has been carried out regularly, and the level of understanding among the people has been increasingly improved, facilitating land management. The preparation of land use plans and annual land use plans has also been carried out according to the correct procedures and approved on time. This serves as an important basis for improving the effectiveness of land management, especially in rural residential areas where infrastructure is prioritized to ensure the criteria for building new rural areas are met.

Simultaneously, inspection and supervision of land management and use, as well as the resolution of disputes and complaints from citizens, have received focused attention and direction. This has led to the timely detection and handling of administrative violations related to land and the resolution of land-related disputes and petitions in accordance with regulations. Can Giuoc District has also made significant and positive changes in the public disclosure and application of regulations on administrative procedures in the land sector, widely publicizing them through various media channels and other means; publicly disclosing the regulations of the Long An Provincial People's Committee on conditions for land subdivision and consolidation, and the minimum area permitted for land subdivision, for application within the district.

To date, the issuance of initial land use right certificates in the district has reached over 99% of the total area requiring certification. Compensation, support, and resettlement when the State reclaims land in the district have been focused on, with the involvement of the entire political system, ensuring democracy, transparency, objectivity, fairness, and compliance with legal regulations. This has made significant contributions to leveraging the district's potential and advantages in attracting investment and promoting socio-economic development.

Managing and utilizing land resources effectively and rationally, with the goal of poverty reduction.

PV: Could you elaborate on how effective land management has contributed to socio -economic development and sustainable poverty reduction in the locality?

Mr. Nguyen Anh Duc:

Over the past period, the compensation, support, and resettlement plan, combined with the appropriate application of land policies and mechanisms, and the enhanced review and understanding of the legitimate concerns and aspirations of the people, has gradually helped stabilize their housing and create stable jobs through vocational training and job placement for those whose land has been expropriated. The district has also implemented regulations on the publication and disclosure of construction plans and land use plans in a coordinated manner, contributing to maintaining the socio-economic stability of the locality.

Given the declining trend of agricultural land in Can Giuoc district due to urbanization and industrialization, the district's departments and the People's Committees of communes and towns have supported and guided people in agricultural production using high-tech models, such as growing leafy vegetables in greenhouses and polytunnels with automated irrigation; or high-tech shrimp farming, thereby contributing to increased productivity and stable economic benefits for the people.

Simultaneously, the issuance of land use right certificates to people with agricultural land has always been a priority for the People's Committee of Can Giuoc District. Through this, the rights of land users are guaranteed by the State, contributing to improved efficiency in land management and use, helping people feel secure in their production and business activities on their land, and facilitating access to loans when needed for production, economic development, and improving their lives.

PV: In the coming period, what solutions will Can Giuoc district implement to make land management and use increasingly effective, aiming for sustainable development, sir?

To further improve the efficiency of land management and utilization, creating important resources contributing to socio-economic development and aiming for sustainable development, Can Giuoc district will continue to strengthen inspection and supervision of land use by organizations to which the State has allocated or leased land in the area. This is to promptly take measures to address cases of inefficient or improper land use, thereby minimizing the waste of local land resources.

In addition to effectively implementing and managing approved land use plans, localities must also define specific boundaries between regions to establish regulations for planning within these regions and communes. This will facilitate collaboration between the district and communes to effectively implement overall planning as well as regional planning within the area. Furthermore, it is crucial to create a database and archive of land records, including information on land surveying, detailed commune planning, updating land area changes, data encoding, and replacing manual management with a land administration software system to facilitate online searching.

Can Giuoc District will continue to promote the issuance of land use right certificates and complete the construction of the land cadastral system; continue to resolve administrative dossiers in accordance with regulations, ensuring the rate of resolution and delivery of results ahead of schedule and on time. At the same time, the locality will also coordinate with the Long An Department of Natural Resources and Environment and other relevant departments and agencies to organize specialized conferences to exchange expertise, professional skills, and management experience to promptly resolve difficulties and obstacles arising in land management in the area.
