The Border Guard Command area of the province comprises 15 communes, wards, and towns in 5 coastal districts and cities, with a population of 52,650 households/205,765 people, comprising diverse ethnic groups and religions living together in harmony. The province has 2,275 fishing vessels with approximately 18,000 workers engaged in fishing and seafood exploitation. To maintain political stability in the Border Guard Command area, the Party Committee and the Provincial Border Guard Command regularly direct the implementation of thorough monitoring of the local situation and the people's situation; effectively play a leading role in leveraging the combined strength of agencies, departments, organizations, and localities at all levels in building a strong all-people border defense posture; and propagate, mobilize, and guide the people to effectively implement the Party's guidelines and policies, the State's laws and regulations, and border agreements and regulations. Simultaneously, they comprehensively implement all aspects of border defense work. Effectively perform the state management function regarding national defense and security, and preside over and coordinate with functional forces to effectively carry out patrol and control of people and vehicles operating in the border area and the province's sea area. Strictly maintain the combat readiness duty regime, proactively grasp the situation early and from afar, promptly advise and propose policies and countermeasures, and effectively handle emerging situations, preventing any passive or unexpected situations, especially activities that infringe upon maritime sovereignty , ensuring political security, social order and safety, and maintaining the independence, sovereignty, and territorial integrity of the Fatherland. Effectively implement State policies on fishing, exploitation, aquaculture and marine resource exploitation services in distant sea areas; and decisive measures to prevent and combat illegal, unreported, and unregulated (IUU) fishing. Currently, the province has 170 solidarity groups/1,018 vessels operating at sea. To ensure the regular operation of fishing vessels and fishermen venturing out to sea, the border guard force has organized awareness campaigns for 280,854 people on relevant legal documents related to preventing and combating IUU fishing; and mobilized 38,923 vessel owners and captains to sign commitments not to violate foreign waters. In coordination with relevant departments, agencies, and localities, they encourage and expand models of offshore fishing by fishermen operating in groups and teams, linked to protecting the sovereignty of the country's seas and islands.

Regularly directing forces to organize revolutionary action movements effectively, building models and projects to help people develop socio-economic conditions such as: the "All people unite to build new rural areas and civilized urban areas" campaign; 3 national target programs: on building new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas; the "Solidarity with border and island communities" campaign, "Lighting up the sea with fishermen" campaign, the Provincial Border Guard Command has mobilized donations of over 1,900 gifts to policy beneficiary families, poor households, and households with special difficulties in the area with a total cost of 1.2 billion VND; donated over 3,500 portraits of President Ho Chi Minh and 12,000 national flags to fishermen; They mobilized thousands of man-days of labor and contributed 8.5 billion VND to repair and renovate inter-village concrete roads. More than 2,000 poor households received assistance with capital, plant seeds, and livestock, contributing to the completion of criteria for building new rural areas. This created a positive transformation in the awareness and actions of all levels, sectors, forces, and the people regarding the task of building, managing, and protecting national territorial sovereignty and border security.
Building on the achievements, in the new phase, the Party Committee and the Provincial Border Guard Command will continue to thoroughly understand and effectively implement the viewpoints, guidelines, and policies of the Party, State, Central Military Commission, and Ministry of National Defense on national defense and security tasks, focusing on: the Resolution of the 13th National Party Congress; the Law on National Borders, the Law on Vietnam Border Guard; and the resolutions, directives, conclusions, programs, and plans of the central and provincial authorities on implementing the national border protection strategy in accordance with the actual situation of the locality, in order to promote the spirit and responsibility of the entire political system and all strata of the people in building and protecting the border area.
Actively monitor, research, and assess the situation on the border and islands, advising the Provincial Party Committee, the Provincial People's Committee, and the Party Committee and Command of the Border Guard on policies and measures for border management and protection; implementing comprehensive border defense measures to firmly manage and protect national territorial sovereignty and border security. Simultaneously, proactively advise and propose to localities the development and implementation of socio-economic development projects linked to strengthening national defense and security and border protection tasks. Coordinate with all levels, sectors, and localities to continue seriously and effectively implementing Directive No. 01/CT-TTg of the Prime Minister on organizing the nationwide movement to participate in protecting national territorial sovereignty and border security in the new situation and the Prime Minister's plan on strengthening, disseminating, and educating the law for officials and people in border and island areas for the period 2017-2021 and subsequent years. First and foremost, we need to organize practical and effective activities to celebrate the 35th anniversary of the National Border Guard Day and the 65th anniversary of the Border Guard Force's Traditional Day (March 3, 1959 - March 3, 2024).
