Promoting the role of ethnic minority Party members.

Over the years, ethnic minority Party members in the province have made many positive contributions to the New Rural Development Program, earning the trust and high regard of local Party committees, authorities, and people.

The Party Secretary and Head of Lo Ma Cooc village (Quang Son commune, Hai Ha district) is campaigning and mobilizing the people to abolish the outdated custom of child marriage.

In Lo Ma Cooc village (Quang Son commune, Hai Ha district), 91% of the population are Dao people. Due to limited awareness among some residents, child marriage still occurs, causing many negative consequences for social life, reducing the quality of the population and the quality of the gene pool.

In his capacity as Party Branch Secretary and Village Head in 2023, Mr. Phàng A Nhì developed a model of effective community mobilization titled "Our Village Says No to Child Marriage"; directing local associations, youth union branches, officials, and party members to strengthen propaganda and dissemination to members, union members, and the people about the harmful effects and impacts of child marriage and consanguineous marriage.

To enhance the effectiveness of propaganda, the Party branch categorized each target group and age; implemented the principle of "slow and steady wins the race"; disseminated information through various forms, at all times and in all places, regularly and continuously; and coordinated with junior high schools in the area to monitor students' academic progress.

According to Mr. Nhi: At the end of 2024, after receiving information about a student at risk of child marriage, the Party branch coordinated with the school to meet with the student to understand the situation. They then met with the student's parents and grandmother to educate and persuade them. As a result, the family agreed to let their child complete high school. The student herself also showed good awareness and wished to continue her education and not marry early.

Mr. Duong Trung Nam, Deputy Secretary of the Party Committee of Quang Son commune, assessed: The model "Our village says no to child marriage" has proven effective. The awareness of the people, especially young people, about child marriage has significantly improved; grandparents and parents have become more responsible, preventing their children from marrying young or consanguineous. In 2025, the commune's Party Committee will expand the model to the remaining villages to completely eliminate child marriage and consanguineous marriage in the commune.

Party member Dang Xuan Thanh (Khe Phuong village, Ky Thuong commune, Ha Long city) raises native chickens to generate additional income.

Despite his advanced age, Party member Dang Xuan Thanh, of the Dao ethnic group (Khe Phuong village, Ky Thuong commune, Ha Long city), continues to set a shining example in labor, production, rural development, and cultural life in his residential area.

Taking advantage of the highland commune's large area of ​​forest land, he actively propagated and encouraged people to plant forests to create sustainable livelihoods. When the province launched a policy of planting large timber forests, he pioneered the conversion of 4 hectares of his family's acacia trees to cinnamon trees, gaining the trust and following suit of the people. To date, the entire village has planted 320 hectares of forest (including 100 hectares of cinnamon). Mr. Thanh also encouraged people to develop livestock and poultry farming under the forest canopy to generate additional income. His own family raises two batches of chickens annually, totaling over 1,000 birds, earning a profit of over 80 million VND after deducting expenses.

From a particularly disadvantaged village in an ethnic minority area, Khe Phuong now has no poor or near-poor households, and 80% of its residents are considered well-off or wealthy.

In implementing the New Rural Development Program, the province has seen many exemplary Party members from ethnic minority groups who have always been pioneers and role models in economic development, poverty reduction, and striving to enrich their families and hometowns. Many have voluntarily donated land, labor, and assets to expand roads, build public works, community cultural centers, and schools, thereby spreading emulation movements throughout the region. Many Party members from ethnic minority groups have been commended and rewarded by local Party committees and authorities, and have been trusted by their communities to hold key positions in their localities, becoming political nuclei at the grassroots level.
