Rapid urban development, vast administrative areas, and numerous practical issues such as infrastructure, environment, administrative procedures, and citizen complaints require monitoring activities to be more grounded and timely.
Innovate monitoring methods.
Right from the beginning of the 2026-2031 term, the People's Councils of the communes in Dong Nai city have proactively developed monitoring programs suitable to the actual situation after the administrative unit reorganization.
In Ta Lai commune, according to Phan Phu Khanh, Vice Chairman of the Ta Lai Commune People's Council, the 7th term of the Commune People's Council (2026-2031) has 22 delegates, divided into 6 delegate groups and established 2 specialized committees. The Standing Committee and the committees of the Commune People's Council have innovated their supervision methods by combining thematic supervision, field surveys, and regular supervision through monitoring and evaluating documents issued by the Commune People's Committee.
Since becoming operational after the administrative reorganization until May 2026, the Standing Committee and the two committees of the Ta Lai Commune People's Council have organized 13 monitoring and survey activities in various fields such as: digital transformation, preparation for the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term, resolving voter petitions, managing public assets after the administrative unit merger, education , health, and food safety... In particular, to enhance the effectiveness of post-monitoring, the Standing Committee and the committees of the Commune People's Council also advised on the establishment of a working group to review voter petitions and conclusions after monitoring, thereby proposing solutions to address issues of concern to the people.
Through monitoring activities, many issues at the grassroots level have been gradually resolved. Some shortcomings related to the environment, school facilities, or addressing voter petitions have been addressed by local authorities. The monitoring of the implementation of conclusions following monitoring has also become more rigorous than before.
In Tho Son commune, monitoring activities are implemented quite systematically. The commune People's Council currently has 23 representatives, including 2 committees and 3 representative groups. Recently, the People's Council has conducted 8 monitoring and survey sessions on specialized topics related to land clearance for the North-South Expressway project (Gia Nghia - Chon Thanh section); surveys on the lives of ethnic minorities; monitoring the implementation of digital transformation, election preparations, and new rural development…
According to observations at the local level, many of the people's suggestions related to the environment, infrastructure, and administrative procedures, following the monitoring process, have been addressed by the local authorities. Several long-standing unresolved cases have also been reviewed and their resolution expedited.
Focusing on grassroots areas with key priorities.
Not only at the commune level, but the supervisory activities of the City People's Council have also been strengthened in a way that is closer to the grassroots. The content of supervision focuses on issues that directly affect people's lives and the development goals of the locality.
Recently, the committees of the City People's Council have conducted numerous surveys and monitoring activities regarding non-public sports activities, policies for officials after administrative unit reorganization, and investment in school infrastructure in ethnic minority areas…
According to observations at the grassroots level, where monitoring is carried out regularly and decisively, many social issues are resolved more quickly, creating consensus among the people.
Speaking at the recent monitoring sessions on the implementation of policies for officials, civil servants, and public employees following the restructuring, the Head of the Legal Committee of the City People's Council, Nguyen Thanh Thuyen, stated: The goal of this monitoring session is to promptly identify difficulties and obstacles at the grassroots level in order to propose adjustments to regulations that are more in line with reality.
In reality, some localities after mergers have seen an increase in workload while many officials still hold multiple positions. This necessitates closer supervision to promptly identify problems arising during the operation of the new system.
Comrade Ton Ngoc Hanh, Member of the Central Committee of the Party, Standing Deputy Secretary of the City Party Committee, and Chairman of the City People's Council, has repeatedly emphasized the need to continue to strongly innovate the working methods of the People's Council towards professionalism, efficiency, and adaptation to the requirements of modern governance. In particular, supervision work should focus on key areas such as: promoting economic growth, digital transformation, administrative reform, and infrastructure development...
Simultaneously, People's Councils at all levels will strengthen supervision of the receipt and resolution of complaints, denunciations, and petitions from citizens; monitor and urge the handling of protracted cases; and focus on post-supervision and re-supervision of areas where implementation has not met requirements.
Despite the achievements, the supervisory activities of People's Councils at all levels still face some difficulties. Some representatives hold concurrent positions, so they have limited time for their work in the People's Councils; their analytical, critical, and in-depth supervisory skills are not uniform. The operation of the two-tiered local government model also poses new demands on grassroots People's Councils, as the administrative area is larger, the workload is greater, and the need for faster processing of tasks is required.
To improve the quality of its operations, on May 29th and 30th, 2026, the Dong Nai City People's Council organized a training conference on operational skills for People's Council representatives at all levels, including skills in supervision, questioning, and handling practical situations. Simultaneously, the Standing Committee of the City People's Council is conducting a comprehensive survey of the organization and operation of commune-level People's Councils to assess the current situation and propose solutions to improve the quality of operation of elected bodies at the grassroots level.
In reality, many local issues have seen significant improvements thanks to regular monitoring, supervision, and follow-up by the People's Council. In the city's new development phase, the requirement is not only to monitor effectively but also to closely follow up on issues of public concern.
