Developing Party members in particularly disadvantaged communes.

As a particularly disadvantaged commune with a rapidly fluctuating young workforce, the Party membership development work in Thang Loc commune faces numerous challenges. However, with strong political determination and a practical approach, the commune's Party Committee has gradually overcome these "bottlenecks," unlocked sources for Party development, ensuring both quantity and quality, and contributing to strengthening the leadership role of the Party organization at the grassroots level.

The leaders of Thang Loc commune worked with the Party branch of En village on the work of developing Party members in the first quarter of 2026.

The Party Committee of Thang Loc commune was established by merging the Party Committees of Xuan Thang and Xuan Loc communes in the former Thuong Xuan district. This is a particularly difficult socio -economic area, with low per capita income and a high poverty rate. As a result, people of working age often leave for work elsewhere, hindering Party development efforts. Meanwhile, after organizational restructuring, the workload is enormous, and the demands on Party development are increasingly high.

Vi Ngoc Tuan, Secretary of the Party Committee of Vi Ngoc Tuan commune, said: "Identifying the development of Party members as an important political task, directly linked to improving the leadership capacity and fighting strength of the Party organization, the commune Party Committee has promptly reviewed and identified difficulties and 'bottlenecks'. From there, it has proposed appropriate and effective solutions and methods, ensuring both the quantity and quality of new Party members."

Accordingly, immediately after the system became operational, the commune Party Committee organized a thematic conference on Party development work, working directly with the Party branches to understand the situation regarding leadership in carrying out assigned tasks and setting targets for Party development. They organized the assignment and promoted the role of Party committee members in charge of grassroots units, and cadres and civil servants in charge of villages in finding "sources" and training the masses. At the same time, they assigned the Party Committee's Inspection Committee to strengthen the inspection of the regularity of Party branch and mass organization activities, especially the implementation of Directive No. 50-CT/TW dated July 23, 2025, of the Party Central Committee on continuing to innovate and improve the quality of Party branch activities in the new period.

In the work of identifying potential candidates, Party committees at all levels have focused on cultivating individuals among the masses, including Youth Union members, influential figures, local militia, young people preparing to enlist in the military, and those who have completed their military service and returned to their localities. Education and training are closely linked to patriotic emulation movements, ranging from road construction, building cultural institutions, flower-lined roads, flag-lined roads, to self-managed roads, general environmental clean-up campaigns, and cleaning village roads and alleys. Through these movements, not only is the spirit and responsibility fostered, creating a training environment for the masses, but it also attracts a large number of Youth Union members, association members, and citizens to participate for the common goal.

In line with the Party Committee's action motto, the Standing Committee of the Thang Loc Commune Party Committee has requested that Party committees and organizations at all levels strengthen their presence in the locality, assigning Party members to accompany, guide, and educate the masses according to the motto "be close to the people, understand the people, speak the people's language, and live among the people." At the same time, they have promoted the study and emulation of Ho Chi Minh's thought, morality, and style, with each Party committee, leader, and every Party member being a pioneering example, truly close to the people and understanding them. From there, instead of rigid traditional methods, Party members in the assigned branches have accompanied and assisted the masses in organizing, participating in movements, and undertaking tasks. Through this, they have gradually fostered passion and enthusiasm, encouraging the masses to strive to join the ranks of the Party.

During monthly Party branch meetings, Party committees and organizations at all levels conduct reviews and assessments of the progress of Party development work. This allows them to understand the situation, especially the psychology, feelings, and emerging issues in the lives and work of the masses, in order to find timely solutions and ensure that Party development work meets the set requirements and objectives.

Furthermore, the Party Committee of Thang Loc commune has organized and led Party building work closely linked to the tasks of socio-economic development and ensuring national defense and security of the locality. Through this, the comprehensive leadership role of the Party committee continues to be clearly affirmed, creating positive changes in various fields, contributing to improving the material and spiritual lives of the people, and creating an attraction for outstanding individuals to strive to join the Party.

With a systematic and scientific approach, in the first quarter of 2026 alone, the commune's Party Committee introduced 16 outstanding individuals to attend Party awareness training courses, including 8 young people preparing to enlist in the army. They also organized the transfer of full Party membership for 11 comrades and admitted 12 new Party members, achieving 85.7% of the provincial target.

The experience in Thang Loc shows that when Party committees closely monitor the grassroots, clearly assign responsibilities to individuals, proactively create a "source" of Party members, and work alongside the masses, the work of developing Party members will increasingly deepen, creating sustainable changes in Party building.
