On the morning of March 14th, the Provincial Steering Committee for Science, Technology, Innovation and Digital Transformation held its first conference to implement Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo on breakthroughs in national science, technology, innovation and digital transformation development.

Comrades Nguyen Khac Than, Secretary of the Provincial Party Committee and Head of the Steering Committee; Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, and Deputy Head of the Steering Committee; and Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, and Standing Deputy Head of the Steering Committee, presided over the meeting. Attending the meeting were members of the Provincial Party Standing Committee, leaders of the Provincial People's Council and People's Committee, and leaders of several departments, agencies, and units.

On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation, and national digital transformation. To implement Resolution No. 57, on February 12, 2025, the Provincial Party Standing Committee issued Action Program No. 41-CTr/TU; and on February 13, 2025, the Provincial People's Committee issued Plan No. 26/KH-UBND with targets and tasks appropriate to the practical situation in Thai Binh . To date, the Department of Science and Technology has actively coordinated with relevant sectors and units to disseminate and implement Resolution No. 57 of the Politburo, Action Program No. 41 of the Provincial Party Standing Committee, and Plan No. 26 of the Provincial People's Committee to all levels, sectors, units, and segments of the population. Develop a draft management plan for provincial-level science and technology tasks, identifying priority science and technology tasks to be implemented.

At the conference, the Standing Committee of the Provincial Party Committee announced its decision to establish the Provincial Steering Committee for Science, Technology, Innovation and Digital Transformation; regulations on the functions, tasks, powers, working regime, and working relationships of the Steering Committee; the working regulations of the Steering Committee; the assignment of tasks to members of the Steering Committee; the working program of the Steering Committee for 2025; the establishment of the Advisory Council on Science, Technology, Innovation and Digital Transformation of Thai Binh province; and the establishment of the Working Group to assist the Steering Committee.

The delegates also discussed and clarified specific goals and targets, especially the key tasks and solutions for developing science, technology, innovation, and digital transformation in the province.

In his concluding remarks, the Provincial Party Secretary and Head of the Steering Committee affirmed: In the past period, the Provincial Steering Committee on Science, Technology Development, Innovation and Digital Transformation has made efforts to develop and issue a number of documents as a legal basis for implementing Resolution No. 57-NQ/TW of the Politburo.

The comrade emphasized: Developing science and technology, innovation, and digital transformation are top-priority breakthroughs, crucial for concentrating resources, maximizing efficiency, and promoting socio-economic development. This is also a profound and comprehensive revolution across all fields, with businesses and citizens at the center, scientists as key factors, and Party committees and governments at all levels playing a guiding and leading role, creating a favorable environment for the implementation of scientific and technological tasks. Mechanisms, policies, human resources, and data infrastructure are the core and central elements in the development of science and technology, innovation, and digital transformation.

The Provincial Party Secretary and Head of the Steering Committee requested that departments, agencies, units, and members of the Steering Committee clearly define their responsibilities and demonstrate determination and decisiveness in implementing Resolution No. 57 of the Politburo, thereby achieving concrete results. Members of the Steering Committee should set an example and take the lead in implementing tasks related to the development of science and technology, innovation, and digital transformation.

Departments, agencies, and units should continue to closely follow the Provincial Party Committee's Action Program No. 41 and the Provincial People's Committee's Plan No. 26, and based on that, develop specific plans and tasks for their respective sectors and units in the development of science and technology. Each agency and unit must develop at least one specific content and task to implement Resolution No. 57 by March 2025. Strengthen propaganda efforts, raise awareness and responsibility, and commend and evaluate the results of implementing Resolution No. 57 by all levels, sectors, agencies, units, citizens, and businesses. Focus on building mechanisms and policies on science, technology, innovation, and digital transformation in the province; strengthen cooperation with domestic and foreign science and technology organizations; and prioritize the training of science and technology human resources. Review the science and technology tasks for which funding has been allocated, while also paying attention to and investing in the implementation of Resolution No. 57 and the science and technology products that have been researched.

The Provincial Party Secretary and Head of the Steering Committee also requested that departments, agencies, and units link the implementation of Resolution No. 57 of the Politburo with Resolution No. 18-NQ/TW, dated October 25, 2017, of the 12th Central Committee of the Communist Party of Vietnam on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective, and efficient.
